with both Counselor Ralph Danielsen and Rev. Arthur A. Callesen regarding the election process for
delegates to the Anaheim convention. The circuit held a second election in order to obviate any possible
complaint. The Commission ratified the letters sent by the Secretary.
308. Background of Bylaw 4.15 on ordination and Installation (AR. 756): Rev. Gerald E. Kuhn of Falls
Church, Virginia had asked the Secretary for the background which had led to the adoption of this bylaw.
The Secretary in his reply stated that the only authoritative information would be that found in the
convention Workbooks and that whatever the motives may have been on the part of certain individuals in
pressing for the adoption of this bylaw it was adopted on the basis of its merits and is a bylaw of the
Synod today and needs to be observed. The Commission ratified his reply.
309. Texas Commission of Adjudication (Ag. 762): In answer to a request from Dr. Carl Heckmann
regarding the number of positions on a District Commission of Adjudication and the manner of filling
vacancies, the Secretary had replied calling attention to the bylaw provisions, to the ruling of the CCM

Commission ratified this reply.

inform Pres. Robert Riedel of the New England District that the Secretary of the Commission had
received copies of the proposed Articles of Incorporation and Bylaws of the New England District and
under date of May 30, 1972 had responded to the law firm of Telgrift, Byrne, Buck and Connolly in
Farmington, Connecticut, calling attention to quite a number of improvements that on the basis of
standing procedures the Commission in all probability would wish to see incorporated. Pres. Riedel is to
be informed that to date the Commission has received no reply to these suggestions and wishes to be
informed as to the action taken and also desires to have a copy of the Articles of Incorporation and
Bylaws as they are now proposed so that the Commission can take the necessary action of approval and
remove the item from its agenda.
