The Bylaw on page 1-4, 1, a should have as new reference or additional reference "Article XII, 9,
a."

5.

Page 1-4, 2, b. The reference to the Constitution should not be Article XI, B, 1 but Article XII, 7.

6.

Page 1-4, 2, d. This article in the Constitution refers to the President of the Synod and not to the
District President. It would be better to refer here to Chapter V of the Handbook instead.

7.

Page 1-2, D. Handbook reference should be 3.41 - 3.49.

8.

Page 1-4, 2, e. The reference should be Article XII, 9, a.

9.

Page 1-6, g, 2. Perhaps this needs to be clarified, although it can be properly understood.

10.

Page 1-6, g, 5. Add the words "in the Texas District."

11.

Page 1-6, h. The references under this are now out of date. See the new edition of the Handbook.

12.

Page 2-1, A, 2.001. The committee holds that the determination of circuit
lines should be the responsibility of the convention rather than the
District Board of Directors. See Bylaw 3.61, a.

13.

Page 4-5, F, 4.061, a. The Commission holds that the rights of the
second (and third) congregation in a dual or multiple parish need to
be protected by a firm statement that they should be privileged to send
representatives to these circuit meetings.

14. Page 5-1, V, A. The Handbook references should now be 4.111 - 4.123.
15.

Page 6-2, 6.009, L. The Commission holds that the Board of Directors should not have the authority
to make changes in the District Handbook between conventions. Only the District convention
should be permitted to make such bylaw changes.

16.

Page 6-2, n. Similarly, the Commission holds that it would be better to state "temporarily place into
appropriate circuits new congregations that are established in the District, subject to ratification by
the convention."
Page 9-1, B, Board of Appeals. This is now "Commission of Adjudication."
See 5 -17. Similarly 9.011 is now outdate.See 5-47.

18.

Page 9-1, C, Board of Support and Pensions. See Handbook 10.01 - 10.35, and especially 10.29.

19.

Page 15-26. The Commission calls attention to the fact that this section needs to be checked very
carefully in the light of the recent ruling of the Commission on Constitutional Matters on campus
ministries, published in the June 16, 1974 Lutheran Witness, page 25.

164. Use of Student Aid Funds, Eastern District (AR. 624): Mr. Wilmer G. Kuske, treasurer of the
Eastern District Board for Student Recruitment and Scholarships, had asked whether or not District
trustees may rule in favor of sending funds directly to the Seminex campus, specifically, directly to
Seminex students who are due grants. One procedure which the Commission took under advisement was:
