201. Deaf Work (Ag. 329D): The commission took note of the letter of Reverend Charles Jones closing
out our correspondence on this matter.
202. Convention Status of Assistant and Associate Pastors (Ag. 377): Secretary Theodore Allwardt of the
North Dakota District had inquired concerning the convention status of Assistant and Associate Pastors.
The secretary had replied in a preliminary way that assistant pastors by constitutional provision may serve
only as advisory delegates. However, since the vote belongs to the congregation, the congregation
determines in the case of associate pastors which pastor is to cast the congregation's pastoral vote. The
commission formally ratified his reply but Freise asked that his negative vote be recorded on the basis of
his conviction that a congregation can have only one pastor and that all other pastors serving that
congregation must of necessity be assistant pastors. It was agreed that no further correspondence would
be necessary on this matter unless the North Dakota District itself pursued the matter further.
203. 18 Year Old Delegate to New Orleans (Ag. 378): In answer to a telephone request from Reverend
Dan Fuelling of St. Paul, Minnesota, the secretary had stated that 18 year olds would be eligible to serve
as delegates but that it would be advisable for the other congregations in the circuit, who may not permit
voting rights for 18 year olds, to be consulted whether they would be satisfied with this arrangement. The
commission approved the reply which the secretary had given.
204. Bylaws for Board for Lay Ministers (Ag. 276): No report as yet from the Council of Presidents.
205. Woman Suffrage (Ag. 277): No report as yet from the CTCR.
206. Evaluation of Adjudication Process (Ag. 280): Mueller stated that the special committee would have
its first meeting January 12.
207. Convention Film Strip (Ag. 391): All boards and commissions have been asked to fill out an
information form which may be used in compiling an orientation film strip for the New Orleans
convention. The secretary was designated to handle this matter.
208. Budget Resubmission (Ag. 392): The secretary reported on the difficulties encountered in submitting
the budget this year for the Commission on Constitutional Matters. He had finally supplied a complete
breakdown for the budget review committee of the Board of Directors. Their evaluation will be
resubmitted to all boards and commissions, which in turn will then need to reprocess their budgets and
resubmit them to the Board of Directors. The commission authorized the chairman and the secretary to
proceed as they see fit when the materials are on hand.
209. Sample Congregational Constitutions (Ag. 293 and 298): It was agreed to hold this item to a later
meeting.
210. Brazil Higher Education (Ag. 354): No further correspondence had been received from President
Reimnitz or from the BHE.
211. Constitutional Amendments (Ag. 246): No further word has been received from the CMMC
regarding their proposed constitutional amendments.
212. Mission Board Executive Sessions (Ag. 357B, C, D, E, F): After further extensive discussion of this
item and the correspondence received on the subject since the last meeting the commission finally
resolved to forward now the letter prepared following the previous meeting with an additional covering
letter at this time which would point out the following:
