319. Cmpus Franchise (Ag. 202): The secretary reported that he had forwarded
to President H. W.
Niermann of the Wyoming District a copy of the opinion which the Commission had adopted several
years ago on the question of franchise for campus groups.
320. Repp Request (Ag. 230): Attention was called to the fact that Dr. Repp had requested a copy of the
ruling of the Commission on the status of synodical convention resolutions.
321. Hoenk (Ag. 232): It was also reported that the pertinent opinions of the CCM with reference to
Pastor Hoenk's case have been released since he in turn had released the CCM from his demand for
confidentiality.
322. Downtown Church (Ag. 243): The secretary had informed Mt. Calvary, Calgary, Alberta, that the
Commission has no model constitution for a specific kind of downtown church.
323. Travel Expenses: The policy statement for reimbursement of such expenses was distributed (Ag.
244).
324. Ohio District Bylaws (Ag. 236): In reviewing these bylaws it was noticed that changes needed to be
made in Article VII C; Article VI C; Page 8, M; Page 10, No. 5; Page 12, No. 5a; Page 5, G. In view of
this fact the Commission resolved to inform Secretary Quitmeyer that it had found several discrepancies
even in the excerpts and was therefore requesting that a complete copy of the Ohio District Bylaws be
sent to each member of the Commission.
325. Michigan District Bylaws (Ag. 210): The Commission resolved to inform the Michigan District that
a cursory examination of its bylaws shows nothing contrary to the Constitution and Bylaws of the Synod
except sections 4.11 and 4.12 concerning the election of President and Vice Presidents.
326. Removal from Office (Ag. 235): Dr. Sam Goltermann appeared before the Commission to explain
the bylaws developed by the Board for Higher Education (in response to a Denver convention resolution)
for the procedures to be followed for the contemplated removal of faculty members from office. The
Commission resolved to inform whoever needed the information that the Commission had reviewed the
proposal and had found it in agreement with the basic principles of the Constitution.
327. Texas District Bylaws (Ag. 6 and 234): No final action was taken on this voluminous set.
328. The meeting closed with a prayer by Streufert.

Herbert Mueller, Secretary
