174. Pastor Terminology: Mueller reported that the Council of Administrators has this now on its agenda.
Luessenhop will send his updated list (new Handbook references) to Wolbrecht (Ag. 15).
175. Designation of Official Conferences: Mueller called this to the attention of the Council of Presidents
which has appointed a committee to produce a definition for the Handbook (Ag. 16).
176. Etc.: It was decided to extend birthday greetings to the secretary, to meet until 6:00 p.m. on both
evenings, to begin at 8:30 on the following morning, and to take note of Polzin's new address: 325 W.
Pershing, Appleton, Wis.
177. Congregations Demitting: Copies were distributed of Luessenhop's proposed bylaw for study with
the intention of eventually conveying the final draft to the Council of Presidents for inclusion in its study
of related items. Later in the meeting the Commission asked Luessenhop to submit refinements to the
next meeting, including the demitting of pastors and teachers (Ag. 19).
178. Constitution Rewrite: Mueller will draft an overture to the next convention regarding these items
(Ag. 20, 67, 68).
179. South Wisconsin Bylaws and Articles of Incorporation: Polzin reported that the District is apparently
undertaking a complete revamping. The commission will await the filing of new documents (Ag. 21 and
25).
180. Final and Binding Nature of Board of Appeals Decisions: Another meeting of the ad hoc committee
will be held at the end of the present week (Ag. 22).
181. Reinstatement: Mueller reported that he had referred this matter to the Council of Presidents (Ag.
23).
182. Constitutions of Military Congregations: Mueller a sg reported that the CTCR seems to have
dropped this item from its agenda since the previous administration had made a commitment regarding
such overseas congregations. By common consent the Commission decided to hold this item on the
agenda for the time being (Ag. 26 and 56).
183. "Nominated" instead of "Named" with Respect to Representation on LCUSA Committees, etc.,
Bylaw 16.O1b: The Commission decided to study this matter further and to invite Dr. Thos. Spitz to
present his views if he should be within reach sometime during a meeting of the Commission (Ag. 27).
184. Goetz Communication: The Commission took note of a letter of acknowledgement from Lloyd
Goetz of the Council of Presidents regarding guidelines for clergy rosters (Ag. 51) (See Minutes 173).
185. In Statu Confessionis: Since the last meeting the Commission received the CTCR's definition of "in
statu confessionis." The Commission, however, felt that no further action was needed since the question
had already been answered on the basis of President Fiess' own definition of the term. The item was
therefore eliminated from the agenda (Ag. 87B).
186. Seconding: Luessenhop has not yet been able to draft a reply (Ag. 108).
187. San Francisco Night Ministry: The same report was also given with respect to this item (Ag. 109).
