supplementary opinion to see whether it needs to be updated in any way as a result of additional
disclosures, insights, or developments since its original formulation.
3. With respect to the covering letter enclosed with the supplementary opinion, the Commission held that
Chairman Kuenne had already sufficiently stated the views of the Commission in his letter of
acknowledgment to Dr. Harms dated April 3, 1969. The Commission endorsed the Chairman's reply.
4. With respect to Dr. Harms' suggestion that the Commission might wish to recommend to the Denver
convention the adoption of a bylaw specifically stating that the pastor of a member congregation must
himself be a member of the Synod, the Commission decided that it was not minded to do so. It felt that if
it were to make such a proposal the conclusion would be drawn that the Commission feels that this
principle is not sufficiently clear and inherent in the Constitution and Bylaws, while in reality the
Commission holds that the principle is sufficiently clear. However, if such a proposal would be made
frown other quarters (and the Commission understood that such an overture is already before the
convention), the Commission would have no objection. It felt, however, that action need not be suspended
pending the adoption of any such bylaw.
238. South Wisconsin: The Secretary called attention to the fact that copies of the newly adopted Bylaws
of the South Wisconsin District had been made available to all members of the Commission. He reminded
the Commission that it had failed to act on quite a few other District Bylaws which had been received
already in the past.
239. Denver Assignments: The following assignments were made to Commission members to serve as
resource persons for various floor committees: Luessenhop and Jersild, Committee # 4; Kuenne and
Mueller, Committee # 5; Sommermeyer, Committee # 3. It was suggested that Dr. Harms might be
advised to ask each Committee Chairman to bring a copy of the New York Workbook and Proceedings.
Adjournment followed.
Herbert Mueller, Secretary.
