MINUTES OF COMMISSION ON CONSTITUTIONAL MATTERS
St. Louis, Mo., September 12 & 13, 1968
152. After the opening prayer by Dr. Streufert, the minutes of June 13 - 14 were approved. The letter to
Rev. Graudin re item # 132 was attached to the minutes.
153. Chinese Congregation - Holy Spirit, San Francisco: President Jacobs and the California-Nevada
Board of Directors asked us to review our previous decision (see minutes # 137). A motion was carried
that we uphold our previous decision to the effect that the congregation be asked to make a full
subscription to the Symbolical Books. The reason is that we are not empowered to make an exception to
ART. VI 1 without in effect amending the constitution. Luessenhop will draft a letter for our review
tomorrow.
154. Delegates to Synod: President Droegemueller of Montana asked Vice President Streufert to clarify
procedures for election of delegates to Synodical Convention (Handbook 1.53) Dr. Streufert and
Secretary Mueller already answered President Droegemueller's questions in a manner approved by the
commission.
155. Constitutionality of Referendum: The commission discussed informally the questions and principles
raised in Dr. Harms letter of August 9, 1968 to Mr. Kuenne and Secretary Mueller's memo on
"Constitutional Questions Regarding Establishment of Fellowship with the American Lutheran Church."
It was agreed that we should consult Dr. Harms to see if he wanted us to take further action at this time.
156. Voting privileges for 18 yr. olds: Rev. Roland Gabbert inquired about the constitutionality of
allowing 1 yr. olds to vote in congregations. Chairman Kuenne answered advising them to consult local
lawyers regarding the right of franchise to members under 21. The commission approved the answer.
157. Budget 1970 & 1971: It was moved and carried that we ask for $3500 for 1970 and $4000 for 1971
for the expenses of C.C.M.
158. Lawrence Lewis "Call:" Much correspondence has been handled this summer between Dr. Harms,
Dr. J. Preuss, President Neunaber and our chairman regarding the effotts of Holy Cross congregation,
Renault, Ill., to call Mr. Lawrence Lewis as its pastor. It is the consensus of the commission that the
congregation should'go through the Placement Board. Our chairman will phrase a letter to that effect for
our review tomorrow.
159. Dr. Harms Discussion: The question of a possible conflict between a L C U S A program and our
By-Laws was discussed with Dr. Harms (see Harms letter of July 16). The opinion recorded in our June
minutes, item # 141, is satisfactory to Dr. Harms and no further concern is needed at this time.
