MINUTES OF COMMISSION ON CONSTITUTIONAL MATTERS
St. Louis, Missouri, January 26, 1967
470. Vice President Paul Streufert spoke the opening prayer. All members were present except
Luessenhop. The minutes of October 26-28 were approved .as .published.
471. Campus Congregations: The Commission formally approved the opinion on campus congregations,
including the new preamble developed by Luessenhop.
472. Secular Calling and Roster (see 407, 444): No report has been received from the Council of
Presidents.
473. Electoral Circuits (see 408 and 445): No report from the Council of Presidents as yet.
474. Controller (see 411 and 448): With the endorsement of the Controller it was resolved to recommend
to the convention that Handbook paragraph 2.93 b 6 be changed to read, "control the classification and
disbursement of special funds" end that the words "and the pre-audit of expenditures" be added to 2.93 b
9. Later, with Dr. Wolbrecht present, the Commission resolved to ask the Board of Directors to present
these as memorials to the convention together with the Directors' other recommendation (see 492)
concerning the Controller's office, with the understanding that if the Board of Directors fails to present
these memorials the Commission on Constitutional Matters will do so. The Commission also decided to
keep the duties of the Controller in the Handbook.
475. Counselor (see 317, 416, and 452): Kuenne had nothing to report as yet.
476. Procedures (see 425): It was agreed that the word "procedures" in 1.11 b should be changed to
"actions" in preparing the next edition of the Handbook.
477. Primary Elections (see 426 and 458): It was decided to recommend to the convention that direct
nominating ballot" be substituted in 2.127 for "primary election," and that the reference in 2.129 to the
suspending of the rules and to the casting of a collective ballot be changed to read simply "...he shall be
declared elected."
478. Southern District - Allenstein: Kuenne read a letter from Mr. Leslie Allenstein stating that our
answer had not been very helpful with reference to the First Lutheran of Birmingham - Martin Buerger
issue.
479. Bylaws, Board for Missions: The Commission decided to endorse the 5 recommendations of the
Board of Directors for further changes in the proposed bylaws of the new unified Board for Missions, but
decided to inform the Board for Missions that one point still bothers the Commission, 8.13 c. It was felt
that this paragraph might read: "The Board may appoint such standing committees from its own
membership and such ad hoc committees, whether composed of members or nonmembers, as it may
require from time to time." The Commission also formally approved the idea (suggested by Dr. Hillmer)
of re-wording the section on the commissioning of missionaries and decided to suggest to the Board for
Missions that it present a memorial along this line to the convention.
