Possible Proposals to the New York Convention
The Commission now took the following actions on a long list of matters that had been set aside for
special consideration with a view to perhaps making same pertinent recommendations to the New York
convention:
405. Article VIII, C: It was decided that this does not need to be rewritten (see 307).
406. Article X, B, 3: It was decided that "officials" does not need to be added (see 308).
407. Paragraph 1.07 and 3.45, Secular Calling and Rosters: The following questions were raised: Under
what conditions should professional status be terminated? Does this need to be spelled out in the bylaws?
Is there better terminology for "secular calling?" Can 3.45 be sharpened up? Can the last clause be
dropped? It was resolved that the Secretary should ask the Council of Presidents for their reactions and
suggestions (see 309).
408. Paragraph 1.51 and 1.53, Electoral Circuits: It was also resolved to have Mueller rewrite these
paragraphs for submission to the Council of Presidents for their reaction (see 310).
409. Chapter X, Pensions: Luessenhop was asked to write a new section X of the Handbook covering
simply the bare essentials for the Pension Fund, the Concordia Plans, and related plans, so that specifics
can be placed into separate booklets (see 311).
410. Paragraph 2.91 and 2.93, Executive Director and Controller Responsibilities: Sommermeyer will
interview Wolbrecht and others, including 2.103 in the discussion (see 312).
411. Application of Fluids, 2.93 b 6: Sommermeyer will check this terminology with Rauscher (see 313).
412. Treasurer, 9•47: Semmermeyer will check out this question (see 314).
413. Departments, 2.99: The Commission decided that it was all right to use this word see 315).
414. Division of Staff Services 2.99 a 1, 2.l.75: What is it? It is not spelled out in the Handbook. Its
duties listed? Does it need to be identified? Sommermeyer will consult with Wolbrecht.
415. District Elections, 3.21 b, 2.127: Kuenne will try to rewrite whole section III. In studying the District
bylaws governing elections the members are to report to Kuenne any changes from Synod's procedures
which they find in these bylaws. Earlier Wolbrecht had called attention to the poor terminology of
"primary election" (see also 2.129) and " collective ballot." Kuenne will also investigate the possibility of
a new 3.02 b or an addition to the effect that a District cannot sever its relationship to the Synod. Article
XII of the constitution may also be involved (see Minutes 316, 367, 35?).
416. Counselor 3.61 and 3.93: Assigned to Kuenne (see 317).
417. Staff Appointments and Experience of Candidates 6.54 a and 6.12 • 6.6 and.105 b: Assigned to
Mueller see 31 and 319
418. Placement: Assigned to Luessenhop (see 320). 4.09, 4.67, 4.97, 6.163.
