l. Present were: Mr. Herbert Kuenne, the Rev. Herbert Berner,
Mr. Fred Drews, the Rev. Elmer O. Luessenhop, Dr. Roland P.
Wiederaenders, Dr. W. C. Birkner. - Executive Director Wolbrecht

also was in attendance during the first part of the meeting.
2. The meeting was opened with prayer by President Luessenhop.

3. The minutes of the meeting on May 14 and 15, 1962, were read

and accepted,

4, The mention of the Supplementary Report" of the Commission
in which Resolution 9 of Floor Committee #3 was declared unconstitu-
tional because it had been adopted by a plain majority vote instead of
the required two-thirds majority vote, lead to some discussion during
which Vice-President Wiederaenders raised the question whether it
would have been better policy to have followed a different procedure,
specifically to have consulted members of Committee #3 before issuing
this 'Supplementary Report''. The course of events which had lead to
the decision to formulate this 'Supplementary Report'' were detailed for
the benefit of Dr. Wiederaenders. The discussion was of a very friendly
nature and revealed that honest men can have honest differences of

Opinion,

5. Executive Director Wolbrecht now presented "Discussion Topics
'with Synodical Boards and Their Staffs' '' (see Exhibit ''A'') and spent

some time in explaining the various items.
