Fifth Meeting of the Committee on Constitutional Matters 18.

two sentences to be paragraph 2. The fourth and fifth sentences are to be para-~
graph b, the third sentence, paragraph c, the sixth sentence, paragraph d, and
the last sentence, paragraph e.

19, It was agreed that our representatives at Synod should help the floor
committees which deal with proposed changes in the regulations so that they in
their reports mention the section to be changed and the proposed new wording,

20. The Committee concurred in the opinion rendered by the Board of Direc-
tors on the question whether the Board for Higher Education has any part in the
election of a professor for our South American institutions, since they are under
the direct supervision of the Board of Directors. This arrangement does not in-

is used to liberalize our policy in connection with receiving lodge members. Some
laymen are submitting a memorial to Synod in the matter.

24. Since we are receiving requests for a model constitution for congrega-
tions, it was agreed that it is not good policy to take a printed "model constitu-
tion® and simply write in the name and location of the congregation, certainly not

in the case of a charter, since the laws regarding such incorporations differ in
