Dr. Ken Schurb, the only present voting member of the Commission on Handbook, the other members
being unavailable due to other obligations, joined for some portions of the commission’s meetings related
to convention business.
182. Review of Agenda Items and Plan for Next Meetings
The commission reviewed an outstanding opinion request, on which it has commenced extensive drafting:
•
Ag. 25-3066: Definitions in Constitution Article III 7
It also noted outstanding review requests, all but Ag. 25-3060A new since its last meeting:
•
Ag. 25-3060A: English District Policy Manual
•
Ag. 25-3073A: Concordia University Wisconsin Bylaws, Proposed Revision, Further Revised
•
Ag. 26-3077: Concordia University Chicago Bylaws, Proposed Revision
•
Ag. 26-3078: Concordia University, St. Paul, Board of Regents Handbook
•
Ag. 26-3079: Concordia University Irvine Bylaws, Proposed Revision, and Policy Manual
These will be handled when opinions and convention business permit. Universities and seminaries revising
articles, bylaws, and policies in response to 2023 Res. 7-04B [C] are also expected to submit further items,
which would take priority over policy manual reviews.
The final item outstanding on the commission’s agenda as the triennium draws to a close is its review of
the congregational constitution and bylaw guidelines (Ag. 23-3019). This remains a necessary pursuit and
will be carried over to the new triennium, as intensive work on higher education governing documents did
not permit its completion in this cycle.
The commission will meet July 16–17 in Phoenix, in conjunction with the Synod convention (July 18–23).
In the interim the commission may schedule an internet conference or conferences as drafts of the above
become available for discussion or to continue review of convention business, these to be scheduled with
the assistance of the Office of the Secretary.
183. Meeting Review and Adjournment
The agenda being concluded, the commission adjourned with prayer.
John W. Sias, Secretary
