(G) Review and revision of Guidelines for Congregational Constitutions and Bylaws: The Secretary will
renew a request for comment from district constitution committees. Noted, since the last 2012 revision,
are changes in congregational governance structures and new issues, such as a need for clear guidance on
inclusion of sexual orientation and gender identity policies. It was suggested that a guidance or checklist
document should accompany the guidelines, for use in the work of district constitution committees.
(H) 2023 Res. 7-04B Review of Higher Education Institution Governing Documents: The following
resolve was noted: “That the [Board of Directors], after input from the Commission on Constitutional
Matters, review within the upcoming triennium the governing documents and governance practices of all
higher education institutions of the Synod, and all boards of regents and boards of associated foundations
be directed to correct any identified noncompliance with the Synod Constitution, Bylaws, and
resolutions” (emphasis added). The commission will need to prepare for this activity.
(I) Service on 2023 Res. 9-06A Task Force: The following resolve was noted: “That the task force [to
consider the parameters for visitation circuits and electoral circuits and report with an overture six months
before the 2026 Synod convention] consist of the Secretary of Synod, the Commission on Constitutional
Matters, the Commission on Handbook, and three district presidents and three district secretaries (from
different districts) chosen by the Council of Presidents.” This will also require the commission’s
attention, as well as that of the Commission on Handbook.
(J) Review of 2023 Ov. 9-28, “To Establish Procedures for Delay of Meetings of Synod,” and 9-29, “To
Provide for Elections if Conventions Cannot Be Held,” Assigned in Omnibus A: The commission, in a
joint assignment with the Commission on Handbook, will need to review these overtures for
recommendation of any advisable action.

commission is to be perfected and a more detailed orientation to be offered to new members.
