108. Overture to the Southern Illinois District Convention to Amend District Bylaws 2.73 [b] and
2.75 [e] and [f] (17-2857A)
The commission reviewed an overture submitted by the fora of Circuits 3 and 4 to amend district bylaws
2.73 [b] and 2.75 [e] and [f], regarding nomination processes of the district. The bylaw change proposed is
approved for presentation to the convention.
109. Review of COP Policy Manual (17-2819)
The commission began its review of the COP Policy Manual, completing its review through page 179. It
will continue its review on p. 180 with policy 4.14.
•

2.1.7, p. 39: The quotation of Bylaw 4.4.3 [b] needs to be updated from the 2016 Handbook.

•

2.1.9, p. 43, “If the board of regents…” paragraph: bylaw references need to be updated.

•

3.11, p. 87, and 3.12, p. 89: The commission notes that interim placement is a matter not treated at
all in the bylaws. The bylaws should be updated to include what has become a necessary and
frequent occurrence.

•

4.5.2, p. 121: The quotation of Bylaw 2.14.1 [b] needs to be updated. Successive policies may need
to be reviewed carefully in light of changes to Bylaw sections 2.14–2.17.

•

4.6, p. 122: It should be noted that “misconduct” and “gross misconduct” may refer to behaviors
outside the scope of Bylaw section 2.17: “sexual misconduct and criminal behavior.”

•

4.6.1, p. 124: The reference to a referral panel needs to be corrected. The comment above regarding
the specific application of Bylaw section 2.17 should be kept in mind throughout this policy.
“Complainant” should be replaced with “accuser” throughout. Discussion of establishing
“reasonable deadline” should indicate the timeline expectations of the bylaws as presently
formulated (120 days from receipt of a formal, written accusation, or as extended, etc.). The
commission recommends that this entire section be compared carefully with the corresponding
Standard Operating Procedures Manuals, with correspondences being made as clear as possible.

110. Future Scheduled Meetings

With the meeting’s achievable work completed, the commission adjourned at noon on Saturday.
The commission is next scheduled to meet February 2–3 and April 6–7, 2018.
