(4) Upon the election of the regional vice-presidents, final elections with separate ballots requiring
simple majorities to fill each position will take place to rank the vice-presidents according to line
of succession.

VI 1, subparagraph d: See Synod Bylaw 3.9.2.2.3 (a). Changes to district bylaws require prior
approval by the Commission on Constitution Matters. This sentence will better read: “They shall
be reviewed and approved by the Commission on Constitutional Matters of the Synod prior to
presentation to the convention to determine that they are not in conflict with the Constitution and
Bylaws of the Synod.”
VI 2, subparagraph b: Again, prior approval by the Synod’s Commission on Constitutional
Matters is required (Bylaw 3.9.2.2.3 [a]). This sentence will better read: “Such amendments shall
be drafted by the secretary of the district and shall receive, before presentation to the district
board of directors, review and approval by the Constitution Committee of the district and the
Commission on Constitutional Matters of the Synod.”

The commission thanked the Constitution Committee of the Northern Illinois District for its
