NOMINATIONS 10-01 Report of Committee for Convention Nominations The synodical Handbook of The Lutheran Church-— Missouri Synod sets forth the authority, duties, and procedures of the Committee for Convention Nominations. These are specifically enumerated in Bylaws 2.139—2.145 under “Synodical Admin- istration,” and in Bylaw 6.27 under “Higher Education.” The membership of the committee elected at the New Orleans convention consists of 7 pastors, 3 teachers, and 5 lay- men. The chairman and corresponding secretary of the previous committee serve as advisory members. In addition to an organi- zational meeting in January 1973, three additional meetings were held to evaluate approximately 1,840 names recommended for consideration as candidates. The committee directed re- quests for names of possible candidates to District Presidents, college presidents, high school principals, elementary school principals, the Women’s Task Force, minority groups through the District Executive Secretaries, and pastors and congrega- tions through the Circuit Counselors. In addition to this, an- nouncements were placed in the Lutheran Witness Reporter in March and October requesting additional names for con- sideration and calling attention to the Jan. 4, 1975, deadline for submitting names to the committee. Chairmen of boards and commissions, Executive Secretaries, college presidents, District Presidents, Circuit Counselors, local pastors and teachers, and chairmen of congregations were involved in the process of sub- mitting evaluations for the names being considered by the committee. In addition to the specific limitations outlined in the Hand- book for each of the boards and commissions, the committee made its final selection of candidates within the following general guidelines (general criteria and qualifications) set forth in the Handbook: 1. Nominees are to be members of voting congregations of the Synod. 2. Members of elected boards may serve three complete successive terms, applicable, however, only to those elected in 1965 or after (exception: Board of Appeals, where there is no limitation in terms of service). 3. Members of elected commissions may serve two com- plete successive terms, applicable, however, to those elected in 1965 or after. 4. Members of boards or commissions ineligible for reelec- tion may be nominated for other boards or commissions imme- diately, or to an original board after an interval of 2 years. 5. No one, either in the Synod or ina District, or between the Synod and a District, shall hold more than one elective office: or more than two offices, although one or both be ap- pointive; or ever hold two offices of which one is directly re- sponsible for the work done by the other (e. g., District mission executive is not eligible for the synodical Board for Missions). 6. Those presently holding another elective office may be considered and nominated. In the event of election, the choice is that of the person elected. 7. Nominees should have no gainful business contracts or relation with the Synod, District, or college. 8. No more than two members of any synodical college Board of Control shall be members of the same congregation. 9. Pastors are such as listed in the Annual under pastors. 10. Teachers are such as listed in the Annual under teachers. To comply with Handbook regulations as amended at the 1973 synodical convention, the committee recommends the following: 1. Staggering the terms of the teachers on the Board for Missions by submitting nominees for 2- and 4-year terms. 2. Adding teacher nominees to the Board of Control at Concordia College, Edmonton, Alta., Can. 3. Staggering the terms of the laymen on the Board of Control of Concordia College, Milwaukee, Wis., by submitting nominees for 2- and 4-year terms. 4. Staggering the terms of the teachers on the Board of Control of Concordia Seminary, St. Louis, Mo., by submitting nominees for 2- and 4-year terms. 5. Adding teacher nominees and staggering the terms of the laymen on the Board of Control of Concordia Theological Seminary, Springfield, Ill., by submitting nominees for 2- and 4-year terms. Additional nominations may be made from the floor of the convention by following the procedure outlined in Bylaw 2.145 of the synodical Handbook, which states: “Any delegate making a nomination from the floor shall have secured prior written consent of the candidate whom he wishes to nominate. He shall immediately submit to the chairman of the Committee for Convention Nominations this document and written pertinent information concerning his nominee as detailed in 2.143 e.” The official slate proposed by the Committee for Convention Nominations follows: Key to Abbreviations Past and Present Service S—in Synod C —in the Congregation D-in the District Q-—in other positions The numbers after the name refer to age and those after positions refer to years of service. found. — foundation LLL~— Lutheran Laymen’s League LWML -— Lutheran Women’s Missionary League mem. — member mgr. — manager nat. — national PR — public relations prin. — principal sec. — secretary soc. — society stewp.— stewardship supt. — superintendent WL-— Walther League YP — young people adv. — advisory assoc. — association asst. — assistant bd, —board chap]. — chaplain chm. —chairman coll. —college com.—commission, committee conv. —convention conf. —conference dir. — directors educ. — education evang. — evangelism exec. —executive ext. — extension 417 Districts of Synod AB —Alberta and Brit.
