That college presidents, student advisers, student officers, and dorm proctors at our Concordias be encouraged to have all students declare themselves guest members of neigh- boring sister churches (for church and Communion attendance); and be it further Resolved. That students with cars be encouraged to establish guest membership with congregations more distant from the campus for better distribution and that the student roster include the name of the ‘“‘adopting” congregation: and be it further Resolved. That neighboring congregations welcome students, and their pastors make themselves available to visiting students; and be it further Resolved. That faculties and students institute a program of self-improvement, with the ultimate goal that all students and faculty assemble on every school day in chapel and that all resident and city students consider it as law and practice of daily life (visitors on our campuses observe and feel the sight of the mighty army that makes the rafters ring): and be it finally Resolved, That this resolution be received by all Concordias in the spirit of being our brother's keeper. Eugene Koch, Chairman James Harbke, Secretary F. A. Hertwig, Pastor 6-149 To Declare that Parochial Schools Permit Only Seminarians from Seminaries Owned and Operated by Synod in Program of Teaching Practicum WHEREAS, The various boards and agencies have urged the Synod not to support the divisive actions of Seminex: and WHEREAS. Permitting Seminex students to use Missouri Synod parochial school facilities gives support to Seminex’s goal of continuing with illegal ordinations within The Lutheran Church -— Missouri Synod; and WHEREAS, The presence of a Seminex teaching practicum program in a parochial school causes divisiveness (e.g., the attempt to remove St. James, University City, from almost 20 years of membership in the Concord Parochial School Associa- tion because of St. James’ stand not to support Seminex teach- ing practicum at Concord); therefore be it Resolved. That Missouri Synod parochial schools permit only seminarians from seminaries owned and operated by The Lutheran Church-— Missouri Synod in the program of teaching practicum; and be it further Resolved. That Missouri Synod parochial schools no longer give support to Seminex educational programs, goals, or plans for illegal ordination within the Synod. St. James Lutheran Church University City, Mo. John Essen, President Car! Meinecke, Secretary Tom Baker, Pastor 6-150 To Effect Reinstatements WHEREAS, Through the politization of the synodical structure, boards, institutions, and offices are identified by party label and loyalty; and WHEREAS, Through this politization punitive measures have been taken in synodical institutions, boards, and congregations against individuals on the basis of party: and WHEREAS, Decisions have been made against certain individ- uals by people who were elected with priorly admitted prejudice against them, such as in the case of the Board of Control of the St. Louis seminary and Dr. John Tietjen: therefore we cannot be sure if his error has been fairly determined since an impartial hearing was not held but only a victory made for a party of the Synod; therefore be it Resolved, That all punitive measures against all people within the Synod cease immediately until a judicial system may be established that we may trust: and be it further Resolved, That all individuals who have had contracts not renewed, who have been found guilty of heresy, etc., be rein- stated without prejudice, so that fair and responsible due process may take place that may be believable to those who have no vested interest in partisan victories: and be it finally Resolved, That, should intransigency occur a nonpartisan judicial structure be created within the Synod to hear such cases and determine guilt or innocence, so that we may trust the integrity of such decisions. Grace Ev. Lutheran Church Jacksonville, Fla. Harold Wilson, President 6-151A To Reinstate Dr. Tietjen as President of Concordia Seminary, St. Louis WHEREAS. Dr. Tietjen has been removed from the office of president of Concordia Seminary, St. Louis, Mo., on the basis of charges of false doctrine and malfeasance in the conduct of his office: and WHEREAS. The very definition and scope of false doctrine is presently a cause of division and differences of conscience in our Synod: and WHEREAS. The entire procedure used for handling, hearing, and deciding the charges against Dr. Tietjen has been chal- lenged by the consciences of Christian men and women; and WHEREAS. The actions of protest by a majority of faculty and students at Concordia Seminary, St. Louis, Mo., which has re- sulted in deep division within our Synod, was motivated by the belief that the actions against Dr. Tietjen were both unjust and a violation of the principles of Christian discipline; therefore be it Resolved. That Dr. John Tietjen be reinstated as president of Concordia Seminary, St. Louis; and be it also Resolved. That the charges against Dr. Tietjen be reopened and decided on the basis of an acceptable, public, thorough, and fraternal procedure to be adopted by the Synod for the evalua- tion of theological teaching.
