The board took affirmative action and offered assistance to the committee appointed to arrange for these anniversaries. H. Bylaws for Budget Preparation (Res. 12-13). I. Committee to Study the Constitution (Res. 5-28). The board resolved that this assignment should be given to the Committee for Reorganization, which was already at work on the problem and will be reporting directly to the convention. J, Correlation of Internal and External Communications (Res. 10-144). The board decided to ask the Committee for Reorganization to study this resolution and to make its recom- mendations to the convention. K. Funds for Irvine (Res. 6-31). The board appointed a sub- committee to meet with three members of the Irvine Board of Control and three of the Board for Higher Education to explore all the requirements, potential, and alternatives that relate to the proposed school and its operation. Later the board resolved to make available to Irvine for the necessary work preliminary to the erection of the first buildings the $1,000,000 voted by the New Orleans convention. The final decision regarding the place of Irvine in the future system of synodical higher education will, it is hoped, be made at the Anaheim convention, so that uncer- tainty can be removed. Still later, on recommendation of the special committee, the board gave approval to a modification of its earlier action to permit the erection of a single building and partial site development without additional cost to the synodical budget. As instructed, the board turned this request over to the Commission on Church Literature. P. Missionary Health and Welfare Needs ‘Res. 1-02). After extensive study and several interviews the board resolved that the present arrangements of health care plans for foreign missionaries and Concordia Welfare Plans are sufficient to cover the medical needs and that the Board of Directors would sup- plement these where necessary for emergency in lieu of the $75,000 reserve called for by New Orleans Resolution 1-02. III. New Orleans Convention Omnibus Referrals Once again the convention of the Synod was plagued by the fact that many resolutions (177, to be exact) that had been prepared by floor committees and included in Today’s Business could not be presented to the floor of the convention for lack of time. However, once again the convention passed an omnibus resolution referring all such proposed resolutions to the Board of Directors. The full text of these resolutions is found in the back of this 1975 Workbook for handy reference. It was recognized from the very beginning that neither the Board of Directors nor any other boards and commissions had very much authority to carry out these proposed actions unless they were normally part and parcel of a board’s or commission’s responsibility. However, there were some resolutions the board felt it could adopt on its own and implement, such as resolutions of thanks. Most of the other resolutions were referred to other boards and committees for study and for some kind of recom- mendation to the Anaheim convention. A. M. L. Kretzmann Retirement ‘Res. 1-22). The board in- structed its secretary to send a letter of appreciation for the valuable services rendered. B. Worship ‘Res. 2-05 and 2-06). The board decided that the resolves of proposed Resolutions 2-05 and 2-06 with reference to the restructuring of the Inter-Lutheran Commission on Wor- ship should be the position of our Synod: in effect this action endorsed the position of our Commission on Worship that the inter-Lutheran commission should not be placed under LCUSA and that the request for an executive officer for the ILCW should be declined. C. Concordia Theological Monthly ‘Res. 2-16). The board resolved to continue the policy to decline to fund this publication. D. Terminology ‘Res. 2-22). This resolution called for the amending of Bylaw 11.111. The board concluded that it could not act since it had no authority to adopt or amend Bylaws. E. Mexico and Korea ‘Res. 2-26). The board resolved to concur and asked the President of the Synod to convey the Synod’s appreciation and prayers to our sister churches in Mexico and Korea. F. LCUSA ‘Res. 2-39). The proposed resolution regarding continuation of membership in LCUSA is given greater atten- tion in Part IV of the board's report. H. Committee 2 Referrals ‘Res. 2-52). The board took note in its referral actions of Resolution 2-52, which dealt with the resolutions from Committee 2 that had not been processed by the convention. I. That the Board of Directors resubmit Resolution 4-41 to the 51st convention of The Lutheran Church — Missouri Synod, which is to meet at Anaheim, Calif., July 4-11, 1975. The board also adopted the following resolution with respect to this referral: WHEREAS, A more detailed study should be made not only of the English District matter but also of a possible reduction of Districts within the Synod and related matters: therefore be it Resolved. That the Board of Directors recommend to the Anaheim convention that in the next 2 years the board make a detailed study of the whole matter of District structure, the relationship of Districts to the Synod, and the number of Dis- tricts in the Synod, in the light of the document ‘Mission, Pur- poses, and Aims” now being studied by the Districts, and to report the board’s recommendations to the 1977 convention for action. M. Withdrawing Congregations ‘Res. 4-42). This resolution called for a study of the rights of withdrawing congregations and/or cle: gy.
