Then under a generous grant from Aid Associ- tion for Lutherans these creative, programming, management, and distribution leaders within the industry were invited to an evaluation conference with Synodical and Lutheran Laymen leaders also in attendance, to probe Synod's television ministry. Detail on this evaluation conference is summarized in our plenary report. The full input of the conference was refined by the television staff, distilled by a special ad hoc committee of the Tele- vision Board which included its members from the professional broadcasting in- dustry, and then screened again through the plenary television board. The result, we feel, is a bold forward-looking, yet realistic, program for a more effective mission endeavor which gives substance to the Synodi- cal resolutions calling for expansion and higher priority. There is every reason to believe that, under the blessing of God, this plan carries tremendous potential, because it offers Synod the opportunity for the desired development and expansion in a series of annual growth stages which are built upon the best available analysis of the professional evaluators at the conference. THE PROJECTS Following is an outline of the essential priorities and programs which comprise a three-year work plan to provide the Synod with a more effective television ministry to communicate the Gospel to a growing, complex world society and which your Television Board proposes for authorization by Synod.
