REFERENCE RESOLUTIONS €or the first time floor committees availed themselves of the opportunity to refer petitioners to certain boards and commissions before bringing their concerns to a convention of the Synod (Resolution A) or to refer them to actions already taken by previous conventions (Resolution B). Both of these composite resclutions were considered by the convention as part of the agenda- setting process. At that time the convention had the opportunity of amending both resolutions by referring specific items back to ¢ floor committee for their further consideration.)
