Since the Floor Committee on Elections has the duty of conducting the elections during the convention

and reporting the results, no reports or over

15. REGISTRATION, CREDENTIALS, EXCUSES

15-01A

To Certify Delegates from St. Paul Circuit,
English District

Wuereas, The synodical President has declined the re-
quest for an exception that would recognize the voting dele-
gates of the St. Paul Circuit, English District; and

Wuereas, Previous synodical presidents have invariably
granted this very exception at former conventions; and

Wuereas, The circuit meets the Handbook requirement of
an aggregate communicant membership of 1,500 to 10,000
(4,338 communicant members of our beloved Synod belong
to this circuit); and

Wuereas, The circuit does qualify de facto to the Hand-
book requirement of seven congregations; therefore be it

Resolved, That the honorable Synod in convention certify
the duly elected delegates of the St.Paul Circuit, English
