Resolved, That the Board of Social Ministry and World
Relief be instructed to continue the effort to combat racism,
and that the Synod Provide a more adequate support base
which will demonstrate that our church really gives this
matter the priority which it deserves.

To Support Board of Social Ministry’s
Plan in Regard to Alcohol and Drug
Dependency

WHEREAS, Our people face a nationwide crisis in drug
abuse and alcohol dependency which is spreading from the
cities into smaller towns: and

WHEREAS, The Department of Health, Education, and Wel-
fare estimates that alcoholism is the No. 1 drug problem in
the United States, and more people die of alcohol than
cancer: and

WHEREAS, More American youths die from drug abuse
(1,000 deaths in New York City alone) than from the Viet-
nam War: and

WHEREAS, The pastors and teachers of our Synod are in
a good position to help combat drug abuse and alcohol

and other age groups; therefore be it
Resolved, That The Lutheran Church — Missouri Synod

give its endorsement and allocate to the Board of Social
Ministry, $10,000 to provide staff and material resources for
a drug and alcohol prevention program,

To Recommend Utilization of Appleton/
Linkletter Plan as a Community-Action
Program Against Drug Abuse

WHEREAS. The members of the Committee on Alcohol

WHEREAS, Pastors and teachers of Synod are seeking useful
plans to organize their communities against drug abuse: and

WHerEas, The Aid Association for Lutherans is willing to
assist Synod by presenting the Appleton Linkletter Plan
on the District level; therefore be it

Resolved, That The Lutheran Church — Missouri Synod
recommend to all Districts that they ask the Aid Association
for Lutherans to present the Appleton. Linkletter Plan at
District pastor and teacher conferences,
