That the Board for Higher Education be guided by A Statement of Scriptural and Confessional Principles, and that the Board accept and utilize the “Statement” in dealing with its Boards of Control, and that the Statement be used as a guide in the teaching of Holy Scriptures. Sr, Joun’s EVANGELICAL LUTHERAN CHURCH Waterbury. Conn. Robert A. Beer, President Charles L. Emerick, Secretary 6-63 To Provide Education in Ministries to Women Wuereas. Pastoral education is to equip Christ’s repre- sentatives on earth to minister to the needs of whole peo- ple in each age: and Wuereas, A ministry of and to wholeness ideally re- quires both masculine and feminine perspectives to be a part of pastoral education: and Wuereas, In an age of changing sex roles special atten- tion needs to be given to the education of our pastors in understanding human sexuality both as God's gift to people and as a problem area for fallen humankind: and Wuereas. Many women have special needs which do not now receive sufficient focus in current programs of instruc- tion at our seminaries, or in discussions at pastoral con- ferences: and Wuereas, It is the duty of each seminary faculty to “pur- sue the improvement of teaching and learning and the eval- uation of their effectiveness in every segment of the insti- tution and its curriculum” (Bylaws, 6.61 b). and also to “make a spiritually wholesome community life possible” (Bylaws. 6.61 ¢): and WHEREAS, Wholeness in seminary education can be en- hanced by the active presence of women on the seminary campuses: be it therefore Resolved. That the seminaries of The Lutheran Church — Missouri Synod make a complete review of their curricula to determine whether female perspectives are included in all areas of the curricula, and implement changes to in- corporate these perspectives in existing courses; and be it further Resolved, That the appropriate faculty committees at each seminary develop and implement new theoretical and practical courses and in-service training programs which explore styles of ministry to women and which study chang- ing sex roles both as a cultural phenomenon and as a theo- logical concern: and be it further Resolved, That women be invited as participants in the planning and teaching of such courses: as guest lecturers; and as full faculty members: and be it further Resolved, That the seminaries institute and encourage other such changes necessary to the wholeness of community life on the campus for faculty and students; and be it further Resolved, That the Districts of Synod take steps to in- crease discussion at pastoral conferences of issues affecting women, of the changing sex roles in church and society, and of ministry to women's needs. with women involved in such conferences as planners and participants: and be it further Resolved, That the Districts of Synod take other such steps as are required to assist pastors in their continuing education in ministry to the wholeness of men and women, Hype Park LUTHERAN CHURCH Chicago, Ill. William A. Grunow, President Susan Shemitis, Secretary 6-64 To Grant Portland Use of Proceeds from Property Sale Whereas, The Lutheran Church — Missouri Synod and Concordia College, Portland, Oreg., jointly own 136 acres of land. 20 minutes from the present Concordia campus, rep- resenting an investment of $350,000 on the part of the Synod and $300,000 on the part of the college; and WuereEas, These 136 acres were purchased in 1968 with the hope of eventual total relocation of Concordia, Port- land's. campus from its present eleven acres, and Wuereas, The Lutheran Church — Missouri Synod sub- sequently was unable to grant permission for relocation because of substantial reductions of real dollars to its central treasury by its member churches; and Wuereas, All parties involved are agreed that the total acreage should be sold, when an adequate purchase offer is made; and Wuereas, Concordia, Portland, is now obligated to pur- chase land at its present location for present and future expansion at a cost 15 times that of the 136 acres; and Wuereas, The present Portland campus was originally built to accommodate 125 students, but surging enrollment has increased the total to 345, necessitating an immediate need of some $4,500,000 in construction; and Wuereas, Even greater numbers are projected for the immediate future especially since demographers are predict- ing a disproportionate increase in population for the North- west during the next two decades, thereby increasing the potential number of college age students; therefore be it Resolved, That The Lutheran Church — Missouri Synod at this its 50th convention, grant Concordia, Portland, the use of all the financial returns from the eventual sale of the 136 acres for the purchase of urgently needed land and the construction of urgently needed buildings; and be it further Resolved. That The Lutheran Church — Missouri Synod recover its original investment of $350,000 plus all additional costs such as taxes, the total amount to be deducted from the cost of the property's sale: and be it further Resolved. That all purchases of Jand and construction of buildings be first approved, according to present procedure, by both the Board for Higher Education and the Board of Directors before implementation. Board OF CONTROL CONCORDIA COLLEGE Portland, Oreg. 6-65 To Avoid Conflict of Interest in Granting Honorary Degrees Wuereas, Honorary degrees are properly conferred upon persons rendering outstanding and or unusual noteworthy service: and Wuereas, The terminal schools of The Lutheran Church Missouri Synod have, from time to time, recognized such service rendered to the church and in keeping with long standing tradition. conferred the degrees of Doctor of Divin- ity and Doctor of Letters: and Whereas, The recipients of such honors are usually found among those persons who are able leaders of the church and are regarded as persons above reproach; and WHEREAS. A candidate for such an honor may be among those elected to establish policy and have authority to gov- ern the institution which determines suitable candidates for an honorary degree: and Wuereas. The honor conferred upon an individual may raise the issue of “Conflict of Interest” and thereby, in some instances, make it difficult for a recipient of an honorary degree to make objective decisions affecting the institution which has honored his service; and Wuereas. Those persons elected by Synod to control and govern our training schools must be free of any “Conflict of Interest” and our terminal schools must remain above reproach so as not to be suspected of trying to influence actions and judgments in their favor; therefore be it Resolved.
