Te Amend Bylaws Relating to Executive Administration (4-39) A third resolution, namely 4-39 (Proceedings, 1971, p. 148) was also carried over in a similar fashion. This resolu- tion proposed amendments to the Bylaws relating to the executive administration. The Committee on Organization recommends to the New Orleans convention that it adopt the following resolution on this subject: WuereEas, The synodical Constitution clearly establishes the President of the Synod as the chief executive officer of the Synod (Art. XI, B): and Wuereas, It is desirable that certain current working arrangements of syncdical officers in and with the Board of Directors and Council of Administrators be clarified in the Bylaws; therefore be it Resolved, That the following Bylaw changes be approved: 1. That Bylaw 2.27 receive a new paragraph “a” reading: a. To Decline to Permit Restriction of District Clergy Offices to Parish Pastors (5-25) Resolution 5-25 at Milwaukee (Proceedings, 1971, p. 165) was recommended for adoption to the convention but could not be disposed of for lack of time, and consequently was referred by the omnibus resolution to the Board of Directors which in turn referred it to the Committee on Organization. Your committee restudied this matter pertaining to Overture 5-36 and Res. 5-25 and notes that the original Overture 5-36 was based on a misinterpretation of Bylaw 3.21 and 3.61 a. In view of this, the committee recommends to the New Orleans convention that it adopt Milwaukee convention Res. 5-25 in essence, as follows: To Decline to Permit Restriction of District Clergy Offices to Parish Pastors Wuereas, In the interest of uniform procedures within the Synod, Districts should follow synodical procedures of election; and WuerEAS, The results requested in Overture 5-36 [Mil- waukee] can be obtained through regular nominations and elections: therefore be it Resolved, That Overture 5-36 [Milwaukee] be declined. 5. To Decline to Define Conflict of Interest (5-43) Res. 5-43 (Proceedings. 1971, p. 169) also could not be examined at Milwaukee for lack of time. The same omni- bus resolution referred this matter to the Board of Directors which in turn referred it to the Committee on Organization.
