E. Continuing Involvement in Lutheran Council (Res. 3-18. Section I). See section on recommendations for ex- tended report. F. Reducing the Number of Divisions (Res. 4-09). The Board came to the conclusion that a decision could not be made on this question until other questions had been an- swered through the studies conducted by the ad hoc Com- mittee on Organization. It therefore asked that committee actively to explore this possibility. That committee has con- cluded that at this time no further reduction should be made in the number of divisions. The board has concurred in this judgment. G. Bylaws for Staff Services (Res, 4-25). See “recom- mendations.” H. Delayed Induction of Officers (Res. 4-31). The board placed into the hands of its executive committee the respon- sibility to make and recommend plans for the induction ser- vice on the last Sunday in September 1973. 1. Consultation of Auziliaries and Agencies (Res. 4-37). Such an annual consultation, called for by this resolution, was held in the fall of 1972. Another meeting is planned for the early months of 1973. J. Armed Forces Commission (Res. 4-43). The vacancy in the position of executive secretary has been filled, his office will continue to be located in Washington. D.C., and mailing operations are being transferred to St.Louis. Fur- thermore. an agreement has been reached with the Lutheran Council whereby the executive secretary will be on the pay- roll of the Council as an assistant with the provision for a partial release of his time to the Synod for service as exec- utive secretary of the Armed Forces Commission. Each of the other two church bodies in the Council will also supply an assistant on a similar basis. K. Atlantic District Realignment (Res. 4-57). This reso- lution stated that the final detailed plan for implementation of realignment should be subject to review and approval of the Board of Directors. The board involved itself in this matter as instructed. As of Jan. 1, 1973. three Districts are now in operation where formerly there had been one. The actions of the Atlantic District convention including the elec- tion of the officers of the respective Districts have been re- ported in our church periodicals. The Board of Directors had stipulated that this division should be effected without calling for any subsidies on the part of the Synod. Hidden subsidies, in the form of lowered contributions to the Synod, are, how- ever, at the present time a reality. An agreement has been reached that also these hidden subsidies are to be removed within a 3-year period. L. Collegialism (Res. 5-21). The board adopted a resolu- tion asking that the relationship of the Council of Presidents to the Board of Directors be kept prominently in mind by those members of the board who are serving on the Commit- tee on Organization. M. Student Representation (Res. 5-37). and Youth Speak- ing Privilege at Conventions (Res. 15-02). These questions were referred by the Board of Directors to the new Commit- tee on Organization. N. Since no funds were available to initiate this project the matter was deferred until it could be determined whether funds would be avail- able for this project from the 125th anniversary thankoffer- ing. Q. Project Compassion (Res. 9-24). While encouraging the vigorous implementation of the program the board found it necessary for lack of funds to decline the request to fill a staff position of Secretary of Institutional Chaplaincy Ser- vices and Project Compassion. R. Racism (Res. 9-32). $15,000 was budgeted both in 1972 and 1973 to combat racism. S. Witness and Reporter Changes (Res. 10-18). However. its building needs have been included in the 125th Anniversary Thankoffering project list. IIL. Milwaukee Convention Omnibus Referrals Many resolutions which had been prepared by floor com- mittees and included in Today's Business could not be pre- sented to the fioor of the convention for lack of time. The convention, however, adopted an omnibus resolution re- ferring all such proposed resolutions to the Board of Direc- tors “for study.” The full text of these resolutions is found in the back of the 1973 WorRKBOOK. The board decided to receive with thanks the reports of the Board of Doctrinal Review (Res. 2-38) and of the Com- mission on Theology and Church Relations (Res. 2-40). It also heartily endorsed Resolution 2-45. imploring the Holy Spirit upon our colleges and seminaries. and decided to refer the resolution to the Board of Higher Education for trans- mittal to the faculties. It also decided in the name of the convention to thank the joint confirmation committee through its administrative officer (Res. 2-46). No further request was received from St. Andrews. Chicago (Res. 2-44). With respect to the proposals regarding retirement (Res. 4-46) the board has a recommendation to offer under Section V of its report. Resolution 5-48U which was designed to ap- prove a proposed amendment to the constitution of the Lu- theran Council in the U.S.A. no longer needs any action since the other two church bodies gave their approval and therefore the amendment became operative.
