TT nod nevertheless reminded those brethren who have been richly ad with earthly means to remember how richly they have been od with all spiritual blessings by the Lord, who intends to bless in all eternity, and as good stewards to bequeath more treasures eto the Lord and His kingdom here on ‘earth. Mr. Seuel was accorded a rising vote of thanks for his faithful and conscientious work, and the hope was expressed that the Lord would permit him to serve us for many years to come. Auditors’ Report. (Germ. Rep., p. 209.) The Board of Auditors reported that it had received the audits “ gnd reports from the majority of synodical boards and missions, and > guggested that it would be only reasonable to persist in securing re- - ports from such bodies as have not submitted them in order to bring - the scope of the work up to date. The Board reported also that the * various constituencies receive and expend upwards of two and a half - million dollars annually. In order to secure a better regulation of Synod’s financial affairs, ‘the Board recommended the establishment of some particular and E-* “~ yesponsible office and officers, through whom regular ‘annual audits «>. may be filed with Synod, and who may be invested with the proper . authority, as a financial comptroller or chancellor, in order to as- +. certain, in making all disbursements, that. an appropriation has been amade for them, that they are within the budget, and that enough of * the appropriated funds remain on hand to carry Synod through for the stipulated period covered by the budget and appropriation. Such an office could devise, maintain, and require a standard form of ' balance sheet and audit report. Such an office could advise on in- vestments, with proper regard for the security of the principal thereof, and for the relief from personal liability of the individual charged with investing the funds, on account of any failures in or of invest- _, ments, and if it be desired that such an office should not have the . power to advise and make investments, your committee suggests that Synod have a financial or executive committee, few in number, cen- - trally located and accessible to business men of experience and judg- _ ment, whose duty it would be to pass on, and make, such investments, and give a release and discharge of the officer, the body, the school, ’ or mission from whom the funds invested had been received. x *- . The Board of Auditors also presented the accompanying chart — 4 . bringing out its ideas as to the grades of responsibility and the ib « efficient cooperation of all the officers and employees of Synod and. its constituent bodies in matters of finance. , Fre eee eR i ee EE ee ee ee rea re ree ete eae
