COMMISSION ON CONSTITUTIONAL MATTERS
Telephone Conference Call
September 3, 2009

116. Call to Order

Chairman Albert Marcis called the telephone conference call meeting to order, with all members of the
commission participating. He opened the meeting with prayer.

117. Discussion of Blue Ribbon Task Force on Synod Structure and Bylaws Recommendations

The commission spent the entirety of the two-hour meeting reviewing its recommendations for
constitution and bylaw changes to accompany the task force’s proposed structure and governance
changes, to be presented to the Blue Ribbon Task Force on Synod Structure and Governance at its
September 23-25 meeting by Wilbert Sohns and Raymond Hartwig.

118. Adjournment

With all business to come before the commission having been addressed, the meeting was adjourned with
words of benediction by Chairman Marcis.
