# LCMS Commission on Constitutional Matters Minutes_St. Louis Missouri_April 24 1992_S3 # Machine transcription, uncorrected — CHI Digital Archive (demonstration) that the matter did not terminate with the action of the Praesidium, but that the matter could be brought to a Commission on Adjudication. This is an obvious conflict with the position which has been taken by the Commission on Constitution Matters, which has been stated previously, and which was supported by action at the 1989 convention when the very process which was now proposed, namely that of taking a matter directly to a Commission on Adjudication when the Praesidium has determined not to proceed, was rejected by the delegates. 101. Response to Dr. Bohlmann on the Commission Position on the 13 Questions : After considerable discussion, the Commission determined to forward a letter to Dr. Bohlmann which states that the Commission on Constitutional Matters and the Commission on Appeals have not been able to arrive at a joint response. It will identify the various areas in which disagreement still remains. Walter Dissen, Chairman of the Commission on Appeals, will asked to sign this letter within a week. If he does not do so, the letter will be sent anyway. In addition, the Commission had determined that an additional private letter should be sent to Dr. Bohlmann which would include the separate statement of the Commission on Constitutional Matters. 102. Overtures to the 1992 Convention : The Commission spent a considerable amount of time reviewing overtures which appeared in the Convention Workbook and which would be coming before the floor committees for consideration on May 29--June 1, 1992. 103. Adjournment : Having completed its business, the meeting of the Commission on Constitutional Matters was adjourned. Walter L. Rosin, Secretary Minutes of the Commission on Constitutional Matters July 27, 1992 Telephone Conference 1 : The first meeting of the Commission in the 1992-1995 triennium was held by telephone conference with all members present. Two issues were before the Commission, both related to actions taken at or during the synodical convention in Pittsburgh. 2. Editorial Service (Ag. 1934) : During the course of the convention, at one of its noon meetings the Board of Directors had taken an action transferring the editors from the Board for Parish Services to Concordia Publishing House. The Executive Director of the BPS posed the following questions: As of Saturday, July 12, 1992, apart from LCMS convention action, did the LCMS Board of Directors have LCMS constitutional or bylaw authority to transfer the LCMS Board for Parish Services' editorial functions and editorial staff from the LCMS Board for Parish Services to Concordia Publishing House? In the discussion, the Commission reviewed the responsibilities of the Board for Parish Services, those of Concordia Publishing House as they relate to curricular materials, and the Board of Directors. Members observed that there appeared to be a marked lack of clarity and that the Commission had previously faced a similar question several years ago at the time when a new Sunday School Curriculum was being introduced. In view of this, the secretary was asked to forward to the members the ruling which was made at that time and to secure a statement from the Board for Parish Services and Concordia Publishing House outlining the position of each.
