Dr. Bohlmann had asked the Commission whether this was permissible. The Commission concluded that this would not be permissible under the terms of new Bylaw 2.67, h: "Executives shall not be members of the board or commission under which they serve or of any other board or commission of the Synod. " 281. Sabbaticals for Non-Teaching Staff Members at Colleges and Seminaries (Ag. 1562): Teacher Gilbert Heine, Dean of the Office of Development, had been informed that since he was not a member of the teaching faculty of Concordia, Seward, he could not be considered for a sabbatical under the terms of that bylaw which governs sabbaticals for members of the instructional staff (Bylaw 6.57). He had asked whether this was correct and if so, whether this would not constitute an injustice to the non-teaching members of the college staff. He also called attention to the general provisions for sabbaticals for the staff members of synodical boards and commissions (new Bylaw 2.67, k). The Commission ruled that Mr. Heine's case comes under the provisions of Bylaw 2.67, k, since he is not on the teaching faculty. 282. North Dakota District Bylaws (Ag. 1262, A,B,C,D): The Commission now took up a detailed review of the response received from the North Dakota District in answer to the recommendations made by the Commission exactly two years earlier when it had also met in San Francisco. The reactions of the Commission, to be conveyed to the North Dakota District, are attached to the minutes. 283. Southern Illinois District Bylaws (Ag. 625, A-Q): The Commission reviewed the latest responses from this District and adopted a set of further recommendations as attached to the minutes. 284. Southern District Bylaws (Ag. 938, A-F) : The Commission noted the letter from President Meyer stating that the District committee is at work. 285. Colorado District Bylaws (Ag. 1185, B-G): A similar letter from President Phipps was also noted. 286. Kansas District Bylaws (Ag. 1414, B) : The Commission had been engaging in extensive correspondence over the past few years with the Kansas District. Suggestions had been narrowed down in a letter of February 12, 1980; a reaction to the answers was given to the District in a letter dated August 6, 1980. The Commission had now received the updated District Handbook and decided upon a reply as attached to the Minutes. 287. Article II -The membership consists of "congregations, clergymen, and teachers." Why "voluntary?" Is this terminology required by state law? It would be better to recast this article simply to state that the purpose of this corporation is "to further the objectives of The Lutheran Church–Missouri Synod as set forth in Article III of its Constitution." Article III -Again, "congregations, clergymen, and teachers" in both places. Again, why "voluntary?" The article should also refer to congregations, clergymen, and teachers "who hold membership in The Lutheran Church-Missouri Synod within the
