He also called attention to the fact that Bylaw 1.09e had indeed been appealed to for a long time during the period of controversy and should have been referred to also by Atonement long before the present moment. The Commission resolved to ratify the Secretary's reply and at the same time to reaffirm its opinion of 1976 regarding dual membership. 153. Voting Rights of Vacant Parishes and Dual Parishes (Ag. 1496): In answer to a request for the CCM to change the rules regarding voting representatives on the part of vacant and dual parishes, the Secretary had written to Elder Hilmer Hafner of St. Thomas, Penora, Iowa, that the Task Force was indeed proposing certain changes to the forth-coming convention and that the convention itself would have the opportunity to make any changes it desires. The Commission approved this reply. 154. Bylaws, Board of Control, St. Catharines Seminary (Ag. 1375,A): After a detailed discussion of the many difficulties involved, especially under Ontario law, in having the Synod continue to exercise control of its seminary in St. Catharines, Gene Schnelz was asked to draft a proposed Bylaw following the pattern already submitted by John Klotz and refined by Don Prevallet. If it is impossible for him to compose a draft of a satisfactory Bylaw for this issue (a draft which is to be circulated among the members of the CCM for inclusion in the Workbook). the CCM concluded that it would recommend to the convention that the resolution of the previous convention continue to prevail, namely, that the Board for Higher Education continue to function as the Board of Control since the issues in Canada had not yet been clarified. 155. Burgess Appeal (Ag. 1424E): The Commission took note of the fact that Mr. Robert K. Burgess had decided to appeal the decision of the CCM to the synodical Board of Appeals, in the hope that that board would give him the right of access to the synodical procedure of adjudication. 156. Renewal of Ordination Vow (Ag. 1457,A) : Since Vernon Harley of Fairmont, Minnesota had now replied to an earlier request for more information on the part of the CCM, the matter was placed once again on the agenda. After considering the reply, the Commission resolved to recommend to Pastor Harley that at this stage the questions should be addressed to the District President, since they were of a practical nature. 157. Report to Convention (Ag. 1486): The Commission thoroughly reviewed the draft of the convention report which the Secretary had prepared and with a few additions adopted it, with the understanding that the Secretary is to add to the report references to the actions taken at this current meeting. These additions will be shared with the Commission. 158. Printing of Opinions (Ag. 1487): The Commission resolved that the following opinions as recommended by the Secretary be printed in the Workbook: Funding of Work Among American Indians (May, 1980) Separate Incorporation of Church Extension Funds (July, 1980) Cases Before District Commissions of Adjudication (July, 1980) Speaking Rights of Uncertified Pastors (July, 1980) Seating of Uncertified Delegates at a District Convention (May, 1980) Church Fellowship (July, 1980) Election of Teacher Delegates to Synodical Convention (July, 1980) Procedures for Introduction of-New Hymnal (December, 1979) Further Review of Separate Incorporation of District Church Extension Funds Doctrinal Review in the Publication Process Interpretation of 1979 Resolution 6-04A (Saskatoon)
