# LCMS Commission on Constitutional Matters Minutes_St. Louis Missouri_September 6 7 1979_S2 # Machine transcription, uncorrected — CHI Digital Archive (demonstration) of this action, together with a recommendation that if the employment of a full-time staff person becomes a reality, that commission should recommend to the next convention the removal of this bylaw from the Handbook. 225. Colloquies in South America, Bylaws 4.81 and 4.87: Since the Brazil District will now be a partner church (Res. 1-02), the Commission made the necessary adjustments in these bylaws and also decided to change the headings to refer only to Argentina. 226. Appointment of Members of the Faculty, Bylaw 6.53b: The convention had adopted a new paragraph for section b. The Commission approved the editorial decision of CPH (for the sake of consistency) to change the last words of the paragraph referring to a "section" of the Bylaws to simply "Bylaw 6.54." 227. Executive Committees, Bylaw 8.13 b: The convention had adopted Resolution 4-26, a very ambiguous resolution regarding the question of boards and commissions having executive committees. After much discussion the CCM finally decided, in the absence of a clear convention directive to remove a bylaw, that Bylaw 8.13 b, permitting the Board for Missions to have an executive committee, should be retained in the Handbook. In doing so, the Commission also ruled that Resolution 4-26A indicates that no additional standing executive committees should be called into being at this time. (It should be noted that the Commission has the responsibility to interpret convention resolutions - Bylaw 2.107 e). 228. Church Extension, Bylaw 8.51 c: The Commission decided to change the enumeration to read: "two pastors, two teachers, and five" (instead of four) "laymen," since the Treasurer who is ex-officio a member of the Board must be a layman (Res. 4-01). 229. Other Handbook Revisions (Ag. 1377): In addition to the foregoing specific actions the Commission approved the following revisions of the Handbook to bring it into harmony with the actions of the 1979 St. Louis convention: Title page and reverse page - Update dates and place of convention Contents - Under VIII, Missions, insert "E. Black Ministry" (Res. 4-09) Contents - Under XVI, Section B, delete "sister" (Res. 1-01) Contents - XVII.
