Use of Church Extension Fund Net Income (Ag. 835): The Church Extension Board had requested a ruling as to whether Church Extension Fund net income "may be transferred for use for capital and operations of the Synod." The commission ruled that the earnings are part of the fund and the use of the earnings is therefore limited to the purposes of the Church Extension Fund set forth in Bylaws 8.53 and 8.61, and that a change in the bylaws would be necessary to permit any other use of the earnings. 445. Proposed Editorial Changes in Bylaws for Board of Managers (Ag. 823): Mr. Earl Haake had forwarded to the commission a lengthy letter proposing various editorial revisions in the bylaws pertaining to the Board of Managers and also the insertion of a new paragraph defining the support program. The commission ratified the reply of the secretary to the effect that editorial revisions would be kept in mind by the CCM but that the insertion of a new paragraph defining the support program would need action by the convention. 446. Seminex Graduates as "Youth Ambassador" (Ag. 828 & 828-A): Although Rev. V.H. Mickow of Kingfisher, Oklahoma, had supplied additional information, the commission decided to thank him for this fact but to inform him that the commission would need to know more about the qualifications for this position. The commission decided to request a copy of the job description and to inquire whether the District at any time had set forth any written qualifications, specifically, whether the individual occupying this position would need to be a clergyman. 447. Tietjen Request (AQ. 826): At the request of Dr. John H. Tietjen the secretary had forwarded the latest decision to reaffirm the commission's earlier decision that the case was to be forwarded to the Missouri District President rather than the English District President. The commission ratified this action of the secretary. 448. Unalterable Articles (Ag. 822): The commission also ratified the secretary's standard reply to the question regarding the status of unalterable articles which had been raised by Secretary Robert Schmidt of the South Wisconsin District. 449. Victor Bohlmann (Ag. 830): It also ratified the secretary's action in supplying Professor Victor Bohlmann with an exact copy of the opinion given to the Springfield Seminary Board of Control regarding his faculty status. 450. Omaha Agency (Ag. 820-A): The commission took note of a further letter from President Frederick Niedner giving more detail concerning the position to be filled in the Omaha Agency. 451. Grunow - San Francisco Night Ministry (Ag. 671-I): In answer to a request from Rev. Wm. P. Grunow the secretary had also written a letter to him explaining the present status of the request for the CCM to reverse its ruling regarding the San Francisco Night Ministry. Rev. Grunow had also inquired about the Manteca situation. The commission ratified the secretary's communication. 452. Woman Suffrage (Ag. 836): St. Peter's congregation of Big Rapids, Michigan, had asked whether the District Constitution Review Committee had a right to disallow the congregation's statement regarding woman suffrage. Since the congregation had failed to enclose a copy of the constitution and bylaws, as indicated in the letter, it was decided to inform the congregation of that omission and to hold the matter on the docket. 453. Saskatoon (no exhibit): Through Dr. John Klotz, Committee #6 had asked for a constitutional reaction to a proposed resolution which contained the following resolves:
