# LCMS Commission on Constitutional Matters Minutes_St. Louis Missouri_April 11 12 1975_S4 # Machine transcription, uncorrected — CHI Digital Archive (demonstration) congregations, the Commission decided to memorialize the Synod to remove from the Bylaws the provision that lay delegates must present credentials signed by the pastor and two officers of their congregation. 420. South Wisconsin District Bylaws (Ag. 430-B): After taking note of the letter of acknowledgment from the District secretary, the Commission decided to remove this item from its agenda. 421. Grunow Complaint (Ag. 671-H): The Commission formally took note of the complaint against the Commission which William Grunow had lodged with President J.A.0. Preus. 422. Brueckner Correspondence (Ag. 778-A & B): The Commission resolved to remove this item from its agenda. 423. Thanks, Ralph Bohlmann (Ag. 779-B): The Commission noted the letter of thanks from the seminary Board of Control. 424. Northwest District Supplement (Ag. 806 A & B): It also took note of this article and the critical review of it by Walter A. Sylwester. 425. Argentine Delegate (Ag. 803): The secretary had informed the Argentina District that it would not be possible for a pastor who had not been elected by a circuit but now had secured finances to be seated as a delegate at the Anaheim convention, but had suggested, as in the earlier action of the Commission with respect to Brazil, that this pastor be invited to attend as a visitor and in this way be able to report to the churches back home. The Commission ratified this reply. 426_. Faculty Representatives (Ag. 804 & 810): President W. Janzow of Seward had asked questions regarding faculty representation. The Commission ratified the secretary's reply: "1. Only those who are actually received into membership of the Synod may be advisory members of the Synod and be represented by the advisory delegates referred to in Bylaw 1.57. If the lady teacher was formally received into membership at a District or synodical convention by resolution and has not yet had the opportunity to sign the Constitution, I believe that no one would seriously challenge her right. 2. However, I believe that both of your questions refer not really to advisory members and their delegates but rather to advisory representatives of the various work forces of the Synod described in Bylaw 1.61. There I would say that if an individual has faculty status, then he may regard himself as eligible for the actions outlined in Bylaw 1.61. One would need to assume, however, that he is at least a member of a member congregation of the Synod." 427. Seminex Profs as Advisory Delegates (Ag. 811, 812, 812-B, 815): Dr. Herman Scherer, Rev. Marcus Lang, and Dr. Richard Klann had asked whether Seminex professors were eligible to serve as advisory delegates from the Missouri District to the Anaheim convention. The Commission ratified the replies of the secretary to the effect that the CCM had ruled that these men are c.r.m.'s and are consequently in the pool of advisory members of the Synod. They may therefore be chosen as advisory delegates representing the advisory members of the Synod, although they are not eligible to be chosen as advisory representatives representing a synodical institution. They have c.r.m. status because they have not resigned from nor been expelled from the Synod but do not at the moment occupy a position recognized by the Synod.
