Evangelism Bylaws (Ag. 606): The Board for Evangelism had submitted proposed bylaw revisions for the Commission's review. The Commission resolved to inform the Board for Evangelism that it found nothing objectionable in the proposed bylaw changes. 146. District Executive's Tenure and Relationship to Board of Directors (Ag 595): The Board of Directors of the Central Illinois District had raised some difficult questions regarding its Executive Secretary, his tenure, his relationship to the District Board of Directors, and the extent to which the District could expect compliance with the wishes of the Board of Directors. The specific reference is to the fact that Mr. Kenneth Markworth has refused to resign his position on the Executive Board of ELIM although requested to do so by the District Board of Directors. After considerable discussion the Commission drafted the following ruling: The Board of Directors of a District has the duty and responsibility to manage the affairs of the District and to carry out the purposes for which the District is formed and organized. The Board of Directors carries out these responsibilities through the staff hired or called by the Board of Directors. As staff members of the District the staff members must follow the dictates of the Board of Directors and are not free to carry on activities within or outside the scope of their employment which in the judgment of the Board of Directors negate and/or frustrate the decisions and/or resolutions of the Board of Directors and which, in the opinion of the Board of Directors, may or do have the effect of being detrimental to the welfare and best interests of the District which are the responsibility of the Board of Directors to promote, protect, and foster. Staff members of the District who carry on activities which, in the opinion of the Board of Directors, have the effect of being detrimental to the welfare and best interest of the District cannot use the protection of the call to frustrate the Board of Directors in carrying out its duties and responsibilities. 147. Joint Campus Ministries (Ag. 501, 501A, 379, 384, 384A, 387, 397A to H, 537): After carrying the item on its agenda for many months the Commission adopted an opinion regarding joint campus worship communities and joint campus ministries of Word and Sacrament. The opinion is attached to the minutes. 148. Suggestion: It was suggested that xerox copies of Wiederaenders' statement on binding resolutions of August 18, 1965 be supplied as well as xerox copies of an exed out agenda so that the other members could bring their agenda materials up to date. It was also stated that it would be helpful if the agenda could be mailed out prior to the meeting even though an additional sheet or two will need to be added at the meeting itself. The meeting adjourned with the Lord's Prayer in unison. * Dr. John Klotz abstained from the discussion and the decision on these items because of a possible conflict of interest.
