In other words, it would be necessary for his election to be conditional. The commission holds that in the event of his election this person should be plainly informed that his election is dependent upon favorable action on an application for reinstatement. We would furthermore hold that the interviewing process should involve not only the District President as required by Bylaw 3.51 but also the other electors, so that the process would be identical to that which must precede appointments to the theological faculties. The commission holds that this procedure should be followed in this case especially in view of the fact that the President of an institution is also its spiritual head. (Bylaw 6.91). In order to save all concerned needless embarrassment, the interviewing process required for reinstatement may well take place before the actual election.
