Executive Director: In several instances the Commission ruled that "Administrative Officer" should not simply be substituted for "Executive Director" in view of the different nature of the new office. ----------------------------------------- ---- NEW BUSINESS 55. District Commissions of Adjudication: The Commission expanded its earlier ruling to provide that District Boards of Appeals as now constituted shall assume the functions of District Commissions of Adjudication until the next District election. Some of the District boards are not constituted as provided in the new bylaws and it is this that made the additional ruling necessary. The Commission also decided to pursue further the question of two lawyers being required on each District Commission of Adjudication. 56. Leave of Absence and Sabbatical(Ag. 281): President Janzow of the Seward Concordia had inquired whether a statement could be incorporated in their policy manual to the effect that leave of absence shall ordinarily be counted in reckoning service toward earning a sabbatical. The Commission ruled that in its estimation it was the responsibility and prerogative of the Board for Higher Education to define "sabbatical" and "leave of absence" and to adopt uniform regulations regarding these matters, and that therefore the Seward Concordia should be advised to consult with the BHE, with the understanding that the Commission on Constitutional Matters would be available to the BHE for consultation if requested.
