2.11, d (new; Proceedings, page 119): Every board and commission shall submit annually to the
Hoard of Directors through the Council of Administrators its work program with accompanying
cost estimates. (See also Minutes, paragraph 118 for addition).
2.11, b (new): fourth line, change "its duties" to "the duties of such executives."
114. Synodical Service Commission: "Commission on Nominations for Executives" was changed to
"Synodical Service Commission" in 2.9T, a (old), 2.99, a, 2 (old), 2.101, a, 1 (old). It was also pointed out
that an entirely new section, "2.103 Synodical Service Commission" (Proceedings, 130), had been
adopted by the convention.
2.163 (old) was dropped from the Handbook by the Commission because it is a duplication.
115. Fiscal Conference: The words "and subject to authorization by the Fiscal Conference" were dropped
from old Handbook paragraph 6.13, and the entire following' paragraphs about submitting a budget to the
Fiscal Conference were deleted: 8.28,k; 8.3T, c; 8.47,e; 8.5T,c; 8.79 ,e; 8.135,f; 8.153, e; 8.169, 1;
11.115; 12.09 (already out), 12.27, e; 13.25, m; 10.05, d; 15.11; 2.101, a, 3; 2.115, f; 2.187, b, 11; 6.143;
T.27. It was agreed to ask Dr. Wolbreeht about dropping 12.25, c.
116. Work Program Conference, 9.03: Dr. Wolbrecht will be asked whether the work program conference
still has this name. He will also be asked whether the old 2.95, d, and 2.97, b, 12 shall be dropped.
117. Heading of II, H: This heading was changed to read: "H. OTHER COMMISSIONS AND
OFFICIALS."
118. New Paragraph 2.lld (Proceedings, paue 112): To this paragraph, already changed, it was agreed to
add the words, . "The same requirement shall apply to officers and officials not directly accountable to a
board or commission."
119. Paragraph 2.143: This paragraph was changed to read: "Duties of Board for Convention
Nominations a. The Board for Convention Nominations shall nominate candidates for all elective boards,
commissions, and offices, except the President and Vice Presidents." Throughout this section the name of
this committee was also changed.
120. Paragraph 2.01: It was decided to eliminate the word "elective" from this heading.
121. Paragraph 2.03 (new; Proceedings, page 118): This paragraph will have the simple heading
"Boards.
122. Paragraph 2.05 (new): Delete: "appointive" in the heading and have the next line read:
"Commissions and councils of the Synod shall be appointed or elected as follows."
123. 2.171 Divisional Grouping (new; Proceedings, page 115): Paragraph a, first sentence was rewritten
to read: "The principals of divisional grouping shall be applied to every Synodical board and
commission..." With the Chair casting the vote to break a tie it was decided to drop the new paragraph b
on the grounds that
it is in conflict with 2.171 a.
124. Handbook Review: The Commission now proceeded to a paragraph by paragraph review of the
Handbook as it should be revised, with each member reporting in turn on his assignment.
