St. Peter, Columbus, Ind.: St. Peter congregation of Columbus, Indiana, has in its constitution the statement: "Communicant members are those who are not members, affiliates, or supporters of secret societies or other organizations conflicting with the Word of God." It asks: "Can a constitution be approved without this or a similar section included?" It was agreed that the congregation should be informed that the District Committee on Congregational Constitutions is the proper group to deal with this question, and that this District committee in turn is obligated to carry out Article VI of Synod's Constitution as well as paragraphs 1.11 and 14.03 of the by-laws of Synod. 16. Pastor and Synonyms: Sommermeyer and Mueller are to receive copies of a listing made by Luessenhop last year of the use of the word "Pastor" and its synonyms in the Handbook. 17. Conflict in Two 1.27 Paragraphs: The floor committee on Constitutional Matters has called attention to the conflict which now exists between Resolution 5-38 and Resolution 5-25 adopted at Detroit. Jersild will attempt a reconciliation. 18. Fiscal Review Conflict: Dr. Wolbrecht states that a conflict exists between 2.85.a.2 and the convention resolution regarding the fiscal review commission. Kuenne will write to ascertain exactly what the conflicts are in the estimation of Dr. Wolbrecht (e.g., biennial? presented to convention?) 19. Resolution 7-07 Parish Education, Referral.: The President and Board of Directors have referred to the Commission proposed Resolution 7-07 of the Detroit convention regarding extensive Handbook revisions for Section VII of the Handbook, Parish Education. Sommermeyer will work on this but Kuenne will write for clarification. 20. Referral of Resolution 7-16, Loans to High Schools: The President and the Board of Directors have also referred to the Commission proposed Resolution 7-16 to enable high schools to receive Church Extension Fund loans. Kuenne will inquire whether this means that a decision to change the policy of the Church Extension Fund has already received approval. 21. Resolution 5-39. Fraternal Organizations: With respect to proposed Resolution 5-39 which the convention referred to the President, it was agreed that Kuenne would write a letter explaining the reasons for the proposals contained in that resolution and would request Dr. Wolbrecht to forward this letter to the group to which Resolution 5-39 has been referred. 22. Resolution 5-26 Architecture and all Referred Resolutions: In connection with Resolution 5-26, calling for the possible creation of an executive position for the Commission on Architecture, it was agreed that the Chairman would ask Dr. Wolbrecht to furnish him with a complete list of referrals so that these can be checked out with the various groups to determine if any Handbook changes need to be made after these referral groups have made their decisions. 23. Pension Regulations for Canadian Workers: With respect to a projected report to the Ontario government concerning pension provisions for Canadian workers, it was agreed that Luessenhop would compare the new regulations approved by the Board of Directors with the old. 24. Handbook Changes Resulting from the Detroit Convention: The Secretary had submitted a basic list of Detroit convention resolutions which seemed to be of significance to the Commission on Constitutional Matters. The Commission went through this list to determine in each instance whether the resolution required immediate attention as far as Handbook revisions were concerned. The Commission in each instance registered a "yes" or "no" as indicated in the paragraphs which now follow (during the discussion some additional resolutions were added, as noted below):
