# LCMS Commission on Constitutional Matters Minutes_St. Louis Missouri_OCTOBER 8 9 1964_S9 # Machine transcription, uncorrected — CHI Digital Archive (demonstration) - 48 - (10) 234, The Commission expressed its disagreement with Section |, - “Jurisdiction of the Board", paragraph E-1 which stated that the Juris- diction of the Board of Appeals did not include the determination of the qualification of an individual to become a pastor or a teacher, 235, It was felt that paragraph E-2 needed further consideration and perhaps clarification, although it was agreed that boards do have the right to appeal to Synodical Conventions, 236. Section Il, -''To Eliminate the District Boards of Appeal" was not favorably received by the Commission and it was suggested that, before a definite decision is made, an inquiry should be addressed to every District to determine the number of appeal cases that have been brought before the District Board of Appeals within the last ten years, 237. The suggestion contained in Section II, -''To appoint the Board of Appeals instead of electing this Board'' met with the disproval of the Commission as did also the suggestion that the College of Presidents should have the right to remove any members of the Board of Appeals by a two-thirds or three-fourths vote. The same reaction was registered to the suggestion that vacancies on the Board of Appeals would be filled by the College of Presidents upon recommendation of the Board of Directors, It was pointed out that the careful work of the Committee on Convention Nomina. tions would result in presenting slates of capable nominees for the Board of Appeals; the records of the Secretary of the Synod showed that nominees not elected to the Board of Appeals, thereby becoming alternates, had received a substantial number of votes,
