During the discussion several thoughts were emphasized. Examples: a) Our Commission should engage more ina "review function"; b) A new trend seems to be developing within the Synod whereby matters of policy are being referred to the Commission; c) The Synodical HANDBOOK may have become too bulky and it may be well when revising the HANDBOOK to take out certain sections and to re-edit them into a MANUAL. 7. A general discussion of the function of the Commission on Constitutional Matters developed. It was noted that - in a sense - the Commission might serve in a capacity approaching the 'Supreme Court Aspect" between conventions. 8. Dr. Wolbrecht emphasized that in revising the Synodicah HAND- BOOK the present Divisional Organizations should be reflected; that too much detail should be avoided; that omissions inthe present HANDBOOK (such as the staffing of the Board for Social Welfare) should be corrected. 9. In answer to a question whether it would be wise to continue the work of the Survey Commission, Dr. Wolbrecht was of the opinion that this would not be necessary, but that the Commission on Constitutional Matters could call attention in its report to the 1965 Convention to certain omissions, irregularities and duplications which it may have discovered and suggest the proper corrections, 10. It was emphasized that the "ground rules'' of the Commission on Constitutional Matters must emphasize the determination always to remain within the limits of the Synodical Constitution in its rulings and in its opinions.
