# LCMS Commission on Constitutional Matters Minutes_St. Louis Missouri_FEBRUARY 28 1961_S6 # Machine transcription, uncorrected — CHI Digital Archive (demonstration) -6- It was pointed out that Section 10. 53-c of the Bylaws would permit the Board of Directors to proceed in making this resolution effective if the Board of Trustees indicated a recalcitrant attitude. It was agreed that the next meeting of the Committee on Constitutional Matters should be scheduled after the Fiscal Conference. At this point Mr. J. W. Boehne, member of the Synod's Board of Directors, Mr. William H. Zuehlke, Jr. of the Aid Association for Lutherans, and Controller Rauscher joined the meeting. Roard Member Kuenne, who had served as a member of the Special Committee which had submitted the report to the San Francisco Convention recommending a procedure according to which qualified congregations might receive a loan from the Pension Fund, reviewed the thinking of this Special Committee and emphasized that the final authority for making effective this resolution had purposely been vested in the Synod's Board of Directors. A long discussion now followed during which Mr. cuehlke reviewed some of the information and suggestions which he had submitted to the Synod's Board of Directors regarding procedure in making loans to qualified congregations from the Synod's Pension Fund. Dr. L. H. J. Henze, formerly Secretary of Missions in the Atlantic District, had submitted a proposed constitution for congregations. It was agreed to ask Board Member Kuenne to review this Constitution and to make available his findings to the members of the Committee. Adjournment followed with prayer. Wok Sn ta «Secretary
