# LCMS Commission on Constitutional Matters Minutes_St. Louis Missouri_FEBRUARY 28 1961_S5 # Machine transcription, uncorrected — CHI Digital Archive (demonstration) .. bl ——__ —_ a | Ee be Se ee Se Do ~5- A brief had been submitted questioning the practicability, and perhaps even the constitutionality, of this Atlantic District resolution (See Exhibit "D"), It was suggested that Dr. Henry Wind, Executive Secretary of the Board for Social Welfare, be invited to present his views. Dr. Wind did this at some length and stated that he is basically in agreement with the Atlantic District resolution. Counselor Lawrence Meyer was invited to join the meeting and expressed the opinion that the Atlantic District resolution created an area of unclearness and may bring about a conflict of authority between the Synod's Board of Directors and the Welfare Committee of the Atlantic District. Some general discussion followed but the Board took no definite action. Counselor Meyer now referred to the resolution adopted by the San Francisco Convention authorizing that “Yoans may be made from the Pension Fund to incorporated congregations holding membership in the Synod; such loans are to be secured by first mortgages or first deeds of trust and to be made on a sound investment basis or . uch other terms and subject to such rules which may from time to time be established by the Board of Directors for the purpose of administering such loans taking into consideration rate of return, ability to repay, and value of security.'' (Pages 263-264, 1969 Proceedings. ).'' A rather detailed discussion developed during which the various steps that had been taken to implement.this resolution were outlined. It was recognized that the Synod's Board of Trustees had approached this entire matter with a degree of hesitancy and that there was some uneasiness in the Synod-at-large regarding the delay in carrying out this resolution.
