Present were Pastor W. H. Meyer; Mr. Herbert Kuenne; Vice President Arthur Nitz; Rev. W. C. Birkner. Upon request of the Committee, Professor Lorenz Wunderlich of Concordia Theological Seminary and Pastor Carl Eberhard of Louisville, Kentucky, were also in attendance. These two brethren had been invited in order to give the Committee the benefit of the thinking of a trained theologian and of an experienced parish minister in the matter of the communication from the English District requesting the Committee to rule on the constitutionality of Resolution 9 of Committee 3 as adopted by the San Francisco Convention (see 1959 Proceedings, pages 191 and 192). The Secretary reviewed in a general way the discussions that had taken place at a meeting of the Committee on September 10 at Valparaiso. Board Member Kuenne then reviewed in more detail the statements that had been made to the Committee at Valparaiso by Dr. Paul Zimmermann, President, Concordia Teachers College in Seward, Nebraska, a member of Committee 3; by Dr. Roland Wiederaenders, Chairman of Committee 3; and by the spokesmen of the English District. A compilation of memorials referring to the General Confessions, particular symbols of The Lutheran Church, the Doctrine of Inspiration, etc., was distributed. A long and somewhat general discussion now followed in which Professor Wunderlich and Pastor Eberhard joined. Resolution 9 was read and analyzed. Many questions were asked, e.g. ''How do we define Publica Doctrina?"
