The Comittee reviewed its action on the proposals of the General Board of Appeals (page 28f). It was agreed to strike the words "on his own initia- tive" in the second last line of paragraph 2, page 29. In Section 5.113 the first two lines should read, "All appeals from Districts of Synod shall be referred by the President of Synod directly to Synod's Board of Appeals," etc. 4. In 6.83 the Committee favored the expression "relieved of his office", rather than "suspended or removed". 3, The Committee again took up the revision of the Charter of Synod. This was also to be taken up by Committee 3 of the Board of Directors and the Committee recommended that Messrs. Eigel, Buck, and Kuenne be asked to bring their suggestions regarding a thorough revision of the Charter to the attention of Synod in June. 4. The question had been raised repeatedly as to whether an advisory pastor, temporarily serving a voting congregation, should be entitled to a vote while repre- senting the congregation at District conventions. It was agreed upon that we ask Synod to change Section 1.61 so that the old paragraph, down to the words: "in the regular manner", become "a", The last sentence of the present section is to become "ph, and a new section, No", is to be added: "An advisory pastor who is temporarily serving a voting congregation, is not entitled to a vote", | 5. The Committee recommended that Section a 08 be amended by Synod in this manner that the present section become paragraph "a", and that paragraph "b" be added: "The board or commission under which such salaried executives serve ‘shall draft the necessary regulations for the conduct of their office. These regulations and any changes therein shall be submitted before final adoption to the Committee on Constitutional Matters for clearance to avoid any possible conflict with the Con- stitution and By-laws." 6. The "guidelines" for a congregational constitution were discussed but no action taken, However, the Comittee favored Mr. Kuenne's introduction, All members were to review the galley proofs and make euch comments or corrections as may be necessarye
