Opening Prayer and Adoption of Agenda With all commission members present by internet conference, Chairman Peters called the meeting to order and opened with prayer. The commission proceeded with its previously distributed agenda, as follows: 151. Completeness of Record in Bylaw 2.14.4.2 (a) Concurrence (25-3070) After very extensive continued discussion, the commission asked the Secretary to assemble comment and prepare a conference draft, either for acceptance by the commission, if concurrence can be achieved, or for further discussion at the commission’s next scheduled meeting. 152. Concordia University, St. Paul, Bylaws, Proposed Revision, Further Revised (24-3028B) By an email of October 3, the Concordia University, St. Paul (CUSP) president forwarded for the commission’s review a revised draft of the university’s bylaw proposal, this having been approved for presentation to the commission by the university’s board. The commission finds that the revised draft addresses the issues identified with the bylaw draft of Op. 24-3028A, noting especially that the most important issues raised in Section II.1 were well resolved with language that is clear and fully adequate. The university is thanked for submission of these documents for review, reminded that its Articles of Incorporation, Article XIII, need to be addressed as indicated in Op. 24-3028A, and requested to submit a clean copy of Bylaws and Articles (either as revised or as granted modification of the Bylaw 1.5.3.6 [a] requirement by the Board of Directors of the Synod) as adopted for the commission’s files, care of the Office of the Secretary. 153. Central Illinois District Bylaws, As Adopted (25-3053B) By an email of October 13, the president of the Central Illinois District forwarded for the commission’s review his district bylaws as adopted, with changes consistent with the commission’s previous opinions and two additional changes submitted for post-adoption review under the procedure of Bylaw 3.9.2.2.3 (b). These changes, too, are approved as in harmony with the Constitution and Bylaws of the Synod, and are therefore in force and effect. The district is thanked for its attention to these matters and for the submission of these items and the clean copy of its bylaws as adopted. 154. Plan for Next Meetings The commission has internet conference meetings planned for December 2 and January 13, and an in-person meeting, in St. Louis, planned for February 6–7. The commission reviewed items remaining on its agenda and plans for development of opinions. 155. Meeting Review and Adjournment The agenda being concluded, the commission adjourned with the Lord’s Prayer. John W. Sias, Secretary CCM Minutes – October 21, 2025 – Page 126
