# LCMS Commission on Constitutional Matters Minutes_St. Louis Missouri_July 17 2025_S6 # Machine transcription, uncorrected — CHI Digital Archive (demonstration) • A described but as yet unelaborated divergence from historical practice, with regard to which no bylaw challenge other than the present has apparently been raised. The commission discussed responses received from a request for input extended to the boards and presidents of the seminaries and universities of the Synod, the Concordia University System, and the President of the Synod. It assigned a member to lead research and drafting for consideration at the commission’s September meeting. 134. Meaning of Constitution Article III, Objective 7: Uniformity and Variety (25-3066) By emails of June 22–23, a pastor, a member of the Synod, requested an opinion on the following: Question: Article III, Objective 7 states: “[The Synod, under Scripture and the Lutheran Confessions, shall: 7.] Encourage congregations to strive for uniformity in church practice, but also to develop an appreciation of a variety of responsible practices and customs which are in harmony with our common profession of faith.” Specifically, would the CCM give a definition to, and explain what is meant by, the phrase “variety of responsible practices and customs”? Does this word “variety” contradict the phrase “strive for uniformity”? What is trying to be reconciled are the two statements that appear to be incongruent. How does one have “uniformity in church practice,” while at the same time “a variety of responsible practices”? As the question relates to the assignment given to the Commission on Theology and Church Relations in 2019 Res. 5-11, regarding Const. Art. III 7 and in light of Augsburg Confession VII and Formula of Concord Solid Declaration XI, “to prepare a study document on the issue of the relationship between unity in doctrine and uniformity and variety in practice, together with a Bible study on this issue specifically designed for congregational use, discussion, and guidance” (Proceedings, p. 155), input was sought from the sister commission as required by Bylaw 3.9.2.2 (b). The commission discussed the input received from its sister commission and initial impressions on the item. 135. Plan for Next Meeting The commission confirmed its previously tentative plan for a September 12–13 in-person meeting. 136. Meeting Review and Adjournment The agenda being concluded, the commission adjourned with a benediction. John W. Sias, Secretary CCM Minutes – July 17, 2025 – Page 101
