(1) This volume contains a listing of delegates and floor committees; the reports of the Synod’s officers, boards, and commissions; many of the overtures submitted by congregations, district conventions and boards, official conferences, faculties, boards, and com- missions for convention consideration; the text of all opinions of the Commission on Constitutional Matters from the past triennium (and several that are being contested from previous years); and the documents and opinions produced by the Commission on Theology and Church Relations during the current triennium. (2) A second smaller volume contains a report of the completed nominations process for all offices to be filled by election by the convention, including the results of the nominating ballot for the offices of President and Vice-Presidents and the report of the Committee for Convention Nominations. The names of the more than twelve hundred delegates who will attend the convention have been carefully processed to make certain that the bylaws governing delegate representation have been followed. From these names, the President of the Synod has appointed nine floor committees to help organize the business of the convention. Each of the dozens of reports that have been submitted by officers, boards, and commissions has been assigned to one of these committees for review in preparation for the convention. The hundreds of overtures that have been submitted for consideration by this convention have been processed in the following manner: * Each has been reviewed, its source validated as an entity entitled to submit business to the convention, and grouped according to subject matter. «In cases of identical or very similar overtures, the first one received is ordinarily the one that has been printed, after which the names of the other entities submitting similar overtures are also listed. « In some cases, overtures have not been printed because of less than accurate factual content. The original copy of such overtures will, however, be forwarded to the chairman of the appropriate floor committee for consideration nonetheless. « The first numeral of the number given to an overture identifies the convention floor committee that will be responsible for preparing a proposed action or response for convention consideration. Late overtures received after the March 10, 2007, deadline will be accepted for convention consideration and printed in the first issue of Today’s Business if adjudged to be a matter of overriding importance and urgency not already adequately covered by documents already before the convention. « Any congregation, ordained or commissioned minister, or lay delegate to the convention wishing to ex- press comments on reports and overtures in this Workbook may do so by letter (in triplicate) at least seven weeks prior to the convention to the Secretary of the Synod (1333 S. Kirkwood Road, St. Louis, MO 63122), who will transmit such letters to the appropriate floor committees for consideration. Delegates, please remember to bring both of these volumes of the Convention Workbook with you to the convention. While the actual resolutions that will be considered by the convention will be provided in the preconvention issue of Today’s Business following the May 18-21 meeting of the floor committees, these vol- umes contain valuable resource material that will be referenced during the course of the convention. May God bless us all as we meet together in Houston, Texas, that ours may be a good and productive con- vention, one that serves to advance the “One Message: Christ.” Secretary Raymond L.
