University Education
The Concordia University Education Network (CUEnet)

In 1996 the Concordia University Education Network (CUEnet)
was established as a service organization of the Concordia Univer-
sity System (CUS). Because CUEnet is a distance learning arm of
the CUS, the presidents of the colleges and universities collectively
provide oversight and guidance to the staff of CUEnet. CUEnet en-
deavors in all activities to further the mission of the CUS, to facil-
itate collaboration among its members, and to provide access to the
rich resources of the CUS to the professional church workers and
laypeople of the LCMS.

Major Achievements
Teacher Colloquy

In February 2001 a program was launched that exemplifies the
quality of service and education that the CUS desires to provide:
the Concordia Online Teacher Colloquy Program. This program
brings to the teachers of Lutheran day schools and high schools
across the country the eight theological courses required by the
Synod of publicly educated teachers who desire to pursue Lutheran
Teacher certification and placement on the roster of the Synod as
Ministers of Religion—Commissioned.

Each teacher in the colloquy program completes his or her work
with a final interview on one of the 10 Concordia University Sys-
tem campuses. Over 500 teachers have enrolled in the program rep-

resenting nearly every District. By the time of convention (July ~

2004), it is anticipated that at least 200 will have completed collo-
quy. The following chart provides further detail:

DELTO

The success of the online teacher colloquy program has en-
couraged the seminaries to seek a similar solution for the DELTO
(Distance Education Leading To Ordination) program. In 2003
CUEnet garnered a grant from the Marvin M. Schwan Charitable
Foundation to bring 30 DELTO courses online through a coopera-
tive effort of the two seminaries of the Synod. This six-year project
enlists the cooperative teamwork of professors from both seminar-
ies in the creation of both video lectures and instructional design
for each course.

The Concordia Electronic Theological Library

The Concordia Electronic Theological Library contains 39 vital
texts of Lutheran theology and history. The CD-ROM includes
works by such theologians as Pieper, Preus, Walther, Kolb, and
Koehler, as well as the full Book of Concord. Each book is search-
able by word or phrase. The library is used by all students in the
online colloquy program and is being encouraged for use by the
seminaries, particularly in the DELTO program. It is also available
to church workers and laypeople through Concordia Publishing
House. The financial support that allowed Concordia Publishing
House to develop the Concordia Electronic Theological Library
came from the Marvin M. Schwan Charitable Foundation through
CUEnet.

Course Provision (BacPac) and Exchanges (College to College)

BacPac refers to the program through which participating CUS
institutions send college-level, general education courses to part-
ner high schools via video conferencing. These courses are made
available on a selective basis to outstanding junior and senior high
school students both in fulfillment of their high school curriculum
and as fully-credited courses ready for transfer into a future col-
lege program.

In addition to the BacPac program, colleges continue to use the
video conferencing technology of CUEnet to share courses among
themselves. In the last couple of years, most of these college-to-
college course exchanges have become regularized and may indeed
be the foundational structure of a program, such as the joint M.Ed.
program of Irvine and Portland or the doctoral program spear-
headed by River Forest.

Concordia Administrative Information System

In 1999 the Concordia University System purchased the SCT
Banner software system to provide an administrative information
system for the colleges, universities, and seminaries. This system
provides record keeping and management tools for financial affairs,
payroll, student records, financial aid, and donor fund-raising/rela-
tionships.

This software has enabled the campuses to provide a signifi-
cantly improved administrative computing environment, infor-
mation management, and financial analysis, including online
self-service features, for faculty, staff, students, alumni, and ad-
ministrators.

An additional benefit of implementing this common software
system has been the increased levels of collaboration and mutual
assistance between campuses. This has led to stronger working re-
lationships and more sharing of professional knowledge.

For the Sake of the Church

The 22 members of the National Cabinet, led by General John
Vessey, have faithfully represented this initiative of the 10 univer-
sities and colleges of the CUS. They give praise to God and ex-
press appreciation to thousands of members, congregations, and
