# LCMS Convention Workbook_St. Louis Missouri_2004_S 15 # Machine transcription, uncorrected — CHI Digital Archive (demonstration) Preface This 2004 Convention Workbook consists of four parts: (1) this volume, containing a listing of delegates and convention floor committees, the reports of the officers, boards, and commissions of‘the Synod, the over- tures that have been submitted for convention action, the text of significant opinions of the Commission on Constitutional Matters, and the documents of the Commission on Theology and Church Relations produced during this triennium. Under separate covers: (2) the report of the results of the nominating process for the of- fices of President and Vice-Presidents and the report of the Committee for Convention Nominations; (3) the report of the Commission on Worship regarding the proposed new hymnal; and (4) the report of the Pro Tem Commission on Structure advocating a major revision of the Handbook of our Synod. More than 20,000 copies of these publications are being distributed because they contain important infor- mation for the Synod at large. They are especially important, however, for the delegates who will attend the July 10-15 convention at the America’s Center in St. Louis. They contain the business of the convention and therefore warrant careful attention prior to the convention. Those delegates who have been asked to serve on the floor committees that will develop the proposed convention actions will certainly want to study thor- oughly those reports and overtures assigned to their committees prior to the May 21-24 floor committee meetings. The hundreds of overtures submitted to this convention have been processed as follows: ¢ Their source has been reviewed and validated as an entity entitled to submit business to the conven- tion. All overtures were signed by authorized officers, but only the names and locations of the entities sub- mitting the overtures are provided. In the case of identical or very similar overtures, only the first that was received has been printed, fol- lowed by the names of the other entities that submitted identical or similar overtures. Lengthy preambles, introductions, footnotes, or citations may have been omitted or abbreviated due to space limitations, but the original copies of the overtures will be provided to the chairmen of the ap- propriate floor committees in their entirety. The number given to the overtures identifies the convention floor committee responsible for drafting corresponding proposed actions for convention consideration and action. The overtures have been grouped according to subject, but overlaps of subject matter can occur be- tween floor committees, in which case floor committees will consult with each other to determine how the particular subject matter will be handled. Delegates, please remember to bring all four of these publications with you to the convention. While the actual resolutions that will be considered by the convention will be printed in the pre-convention issue of Today’s Business (published and distributed after the May floor committee meetings), these Convention Workbook publications provide resource material that will be referred to from time to time during the course of the convention. May God enable us to come together July 10-15 for a good and productive convention. Raymond L.
