Preface

The reports and overtures to be presented to the convention have been divided into groups and
assigned to floor committees which bear the number indicated in the Table of Contents. Each report
or overture is numbered. The source of each has been reviewed and validated as an eligible one in
keeping with the Bylaws. Originals of all overtures are being made available to the appropriate
floor committees. Although all overtures have been signed by authorized officers, only the names
and locations of congregations or forums have been identified. In the case of identical or similar
overtures no one source has been identified as the originator or the first of the group received.

The omission of lengthy preambles and introductions has occurred in some cases. In addition,
a number of overtures contain citations and other matters in explanation or support of a whereas.
These too have sometimes been deleted in publication of the overtures in the interest of economy
of space and finances. In all cases, the floor committees have received copies of the entire overture.

Obviously, the subject matter of overtures will sometimes overlap so that it may become a con-
cem for more than one floor committee. It may be necessary in such situations for committees to
consult with each other at the meetings of May 22-25, 1998, and to offer a joint resolution for
consideration by the delegates or, in oral presentations when introducing a resolution at the con-
vention, to indicate that other committees have been consulted and concurred with the resolution
being offered.

If you have been appointed to one of the floor committees, it is important that you study thor-
oughly, in advance, the reports and overtures assigned to your committee.
